Bylaws Committee edit of rule 1231
Platform Committee delete and replace rule 1231

Background

The Bylaws Rules Policies and Procedures Committee has proposed an edit of rule 12.3.1, along with light copy-editing of the preceding language.

The Platform Committee has proposed to delete and replace rule 12.3.1.

This ranked-choice vote is between the Bylaws Committee edit of rule 12.3.1, the Platform Committee delete and replace 12.3.1, or Current Language.

A rules amendment requires a 2/3 majority. So in this case if Current Language wins, or if either of the other options win with 2/3 of the delegates ranking it first, the vote will be definitive. If either proposal wins but without a 2/3 majority of delegates ranking it first we will move to another round, where the rules amendment that did win the most support in the ranked choice phase will be put to an up and down vote. If it gets a 2/3 approval in that vote it will be adopted. If it fails to get a 2/3 approval in that vote then the present rule will remain in force.

Here is the current rule:

12.3.1 Proposed amendments for minor grammar corrections, typos, and dates that are no longer relevant in the GP-US Platform can be made at any time by the GP-US Platform Committee. This does not include style rewrites or other deletions of material, but is limited to those items above-mentioned only. If approved by the Platform Committee, such housekeeping amendments will be sent on to the National Committee when enough have accrued that the co-chairs of the Platform Committee deem it advisable, but no less than annually. Once the National Committee has signed off on them, the changes shall be made immediately and a request issued to the GP-US webmaster for an update to the published version(s) on the GP-US web site.

Here is the Bylaws Committee edit of 12-3.1:

12-3.1 Housekeeping amendment proposals only for the following: minor grammar corrections, typos, and dates that are no longer relevant in the GPUS Platform, can be made at any time by the GPUS Platform Committee. If approved by the Platform Committee, such housekeeping amendment proposals will be sent on to the National Committee when enough have accrued that the co-chairs of the Platform Committee deem it advisable, but no less than annually. If the National Committee votes to approve them, the changes shall be made immediately, and a request shall be issued to the GPUS webmaster to update the published version(s) of the Platform on the GPUS website.

Here is the Platform Committee’s proposed replacement of 12-3.1:

12-3.1—The rules above (paragraphs 12-1 through 12-2.8) apply to all changes of Platform wording that affect the meaning of the text, including those that relate to policy (what the Green Party would do if elected to office, or action that we demand from those presently in power) and those that are purely descriptive or presented as background.

12-3.2—Copy-editing changes to the wording that do not affect their intended meaning, but simply improve the style, readability, or precision of the text, will also go through the same process of NC review, except that they may, if the Committee considers it appropriate, be grouped together in a single motion or proposal rather than presented individually—with the proviso that any individual edit that any member of the NC requests a separate vote on will be removed and resubmitted as a stand-alone proposal.

12-3.3—Proposals for editorial changes in text that requires a periodic review and updating (implementation of laws and ratification of treaties, for example, proposed legislation, statistics about current conditions, etc.) will be subject to the same process elaborated for copy-editing changes in paragraph 12-3.2, except that such changes can be proposed by the Platform Committee as it deems appropriate, including outside the regular 2-year revision cycle.

12-3.4—Simple proofreading corrections of errors in spelling, or grammar, or formatting, or punctuation, are a purely administrative matter. They can be made by the Platform Committee at any time after such errors are discovered, and on its own authority.
