Background

 Election to the Credentials Committee is currently by ranked choice voting, but there are often fewer nominees than seats on the committee, with the result that anyone who wishes to be on the committee is elected to the committee. This being the case, the National Committee has no mechanism for voting down any proposed member nominated to serve on the committee. This proposal changes the election process to approval voting. Each nominee will be voted on separately with a yes/no vote, thus allowing the National Committee to prevent unqualified nominees from being elected to the committee.

Proposal

Paragraphs 3-6, 3-7, and 4-3.2 which currently read:
III 3-6 Each such election of committee members shall be conducted by preference voting, consistent with the process as defined in the Rules and Procedures of the Green Party of the United States, Article 7. Preference Voting Rules for Steering Committee Elections.
III 3-7 If, during the election process, two members of any state party are elected, then no other member of that state party shall be deemed to be eligible to be elected. At the conclusion of that round of the tabulation, any other candidate from that state shall be deemed to be defeated, and ballots cast for that candidate shall transfer at full value to the next most preferred candidate named on each such ballot.
III 4-3.2 Any special election to fill a vacancy shall be conducted by rules consistent with the process defined in the Rules and Procedures of the Green Party of the United States, Article 7. Preference Voting Rules for Steering Committee Elections
Shall be replaced with paragraphs 3-6, 3-7 4-3.2:
III 3-6 Election of each committee member shall be conducted separately by approval voting. That is, for each nominee, National Committee members may vote "yes" or "no." Candidates must receive a majority of "yes" votes to be elected to the committee.
III 3-7 If, during the election process, more than two members of any state party are nominated, then the two candidates who receive the greatest number of "yes" votes and receive a majority of “yes” votes shall be deemed to be elected. No other member of that state party shall be deemed to be elected.
III 4-3.2 Any special election to fill a vacancy shall be conducted as described in 3-6.
And the following paragraph shall be added:
III 3-9 [NEW] If there are more candidates than seats on the committee, the candidates receiving more "yes" votes and receiving a majority of “yes” votes shall be deemed to be elected.

IMPLEMENTATION/TIMELINE:
Beginning with the 2027-2028 presidential election season.
