Background

Annual SMART goals will help our party make progress. Setting goals prior to or alongside the Annual Budget will add clarity to the budgeting process.

Proposal

Create an Annual Goal Setting and Review process, to be done between October - December of each calendar year. (Example: between October - December of 2025, create the 2026 Annual SMART Goals.) The annual goal setting process should happen prior to or alongside the annual budgeting process, if possible. This is to help ensure that budget allocations support GPUS plans and priorities.

Text to be added to the Rules and Procedures of the Green Party of the United States, as Article XIII:

Annual SMART Goals and Review
Timeline: There will be an annual Goal Setting and Review Process during the last quarter of each year, creating organizational goals for the upcoming calendar year. The Annual SMART Goals will be proposed, revised, and voted on by the National Committee prior to or alongside the Annual Budget process, if possible.

Format: The Annual SMART Goals will list SMART goals for each GPUS committee and role for the coming year. SMART goals are Specific, Measurable, Achievable, Relevant, and Time-bound. Each committee or role should have approximately 3 - 6 SMART goals.
Example of Committee SMART goals: In 2026 the Merchandise Committee will: release 4 new tshirt designs (one by March, one by June, one by
September, and one by November), 1 new bumper sticker design (by February), and host 2 zoom events (one in each half of the year) to
promote GPUS merchandise.
Example of a non-SMART goal (these types of broad or general goals should not be used): Merchandise Committee to increase product offerings and try new promotion methods.

Planning Process: Each GPUS Committee Co-chair will draft 3-5 SMART goals for their committee for the coming year. Then each committee will
use a consensus-building discussion or a vote to agree on the overall list of SMART goals for their committee, so the committee can act as
one. The GPUS Treasurer, GPUS Secretary, and each GPUS staff member will submit a list of 3-5 goals for their role for the coming year.
These committee, Treasurer, Secretary, and staff goals will be compiled into Annual SMART Goals for GPUS, to be amended and voted on by
the National Committee as the final step of the goal-setting process. Feedback and potential friendly amendments should be solicited during
the National Committee discussion period, with all contributors to the SMART Goals encouraged to participate in video calls for discussion
with the National Committee.

SMART Goals Review: subsequent year goal submissions should include a review of the outcome of the prior year’s SMART goals. Were the prior year’s goals achieved? Did the goals advance openness, participation, and accountability inside the party? Annual National Meetings should include a private session (closed to the public or media) for Steering Committee members and National Committee delegates and alternates to review, discuss, and plan for the Annual SMART Goals and the Annual Budget.

Resources

If passed, this rule change is intended to be implemented immediately, with a planning process to be started in November 2025 and completed alongside the budget process, or by the end of December 2025, whichever comes sooner, to create 2026 Annual SMART Goals.
