Background

This proposal is to consolidate previous Policies and Procedures (P&Ps) of the Annual National Meeting Committee (ANMC). These P&Ps include updated adjustments to amendments from various proposals to meet the needs arising out of the impact of the 2020 COVID Pandemic and beyond, which changed the way the ANMC conducts business and plans for future events. Included in this proposal is a separate set of Operating Rules, which allow greater flexibility in meeting the needs that arise each year.

The Green Party of the United States (GPUS) National Committee (NC) adopts the following revised P&Ps and Operating Rules proposed by the ANMC.

Green Party of the United States Annual National Committee Policies and Procedures

1. COMMITTEE PURPOSE AND VISION
Purpose
The Annual National Meeting Committee’s key responsibility is to plan and organize annual national meetings and presidential nominating conventions of The Green Party of the United States. Time and resources permitting, the committee may host other types of virtual meetings and/or webinars, as needed.
Vision
To create inspiring and impactful national gatherings and meetings that empower Green Party members, showcase the Green Party's platform, and advance Green Party goals.
2. COMMITTEE ORGANIZATION AND STRUCTURE
2.1 MEMBERSHIP
The Annual National Meeting Committee (ANMC) may consist one voting member from each state and caucus. Other interested people may serve as advisors (section 2.3).
States and caucuses may appoint members to the ANMC via their standard procedures for national working committees.

2.1.a The state hosting the next in-person annual meeting may appoint up to two additional members during the planning year for that ANM. Those additional temporary members will be permitted to vote only on items directly related to the ANM for that year.
2.2. ACTIVE MEMBERSHIP
2.2.a Members are considered active who participate regularly in online meetings and discussions.
2.2.b Members who have not actively participated and contributed either by email, zoom or in person for the prior two months shall be considered inactive.
2.2.c A quorum will consist of a majority of active members only. The co-chairs shall determine which members are active for the purpose of reaching quorum. Co-chairs will inform any inactive member of their status. 2.2.d Inactive members may not be elected or appointed to leadership positions.Inactive members may participate freely, and voting rights of an inactive member will be reinstated after participating in one meeting.
2.3 ADVISORS
2.3.aNon-voting advisors may be nominated by any committee member, approved by majority vote, reappointed annually without limit, and removed by majority vote called at the request of any two members. Advisors can participate in all committee activity including but not limited to email, meetings, and conference calls. Advisors will not have voting privileges.
2.3.b GPUS staff may be asked to participate as advisors.
2.4 LIAISONS
Representatives from other GPUS committees (e.g., Media, Outreach, etc.) may serve as liaisons to the ANMC, relative to the mission and purpose of the ANM.
2.5 OBSERVERS
Observers are non-voting members of the ANMC. States/Caucuses may appoint observers as appropriate.
3. COMMITTEE ROLES (ANM and PNC)
3.1.ROLES/POSITIONS
The ANMC may appoint or recommend people to various roles as appropriate, that may include, but not be limited to:
• Administrative Coordinator/Spokesperson/Co-Chair
• Logistics Coordinators/Spokesperson/Co-Chair
• Secretary
• Programming Co-Coordinators
• Volunteer Coordinator
• Social Media Coordinator
• Event Planner
• Media Liaison
• Tech Coordinator (including streaming)

Descriptions are outlined in the Operating Rules and are able to evolve as needed.
All roles may continue or change from year to year, as decided by committee consensus decision-making.
3.2 COMMITTEE ELECTIONS OF ROLES/POSITIONS
The election/appointment of the committee officers and other roles shall take place at a reasonable time after the ANM and before planning for the next ANM begins.. Gender balance and co-chairs from different states is preferred but not required, and any active member of the committee is eligible to serve as co-chair.
Co-chairs may continue from year to year, as decided by committee consensus decision-making.
4. COMMITTEE OPERATION
4.1 MEETINGS
Committee co-chairs will set meeting frequency in response to need, with committee input.
Generally the committee will meet more frequently prior to ANMs and PNCs, and less frequently afterwards.
Meetings are held via a virtual or teleconference platform (e.g., Zoom, Google Meets, etc.).
In-person committee meetings may offer a virtual/teleconference option for those unable to attend.
Regular meeting times will be set no later than at the prior meeting, and special meetings must be announced to the committee members with enough advance notice for members to participate, determined by the level of urgency.
Meeting agenda items are normally published in advance but they may be added at the beginning of any meeting.
4.2 COMMUNICATION PLATFORM
The ANMC will utilize a platform that ensures efficient communication and archives decisions and key discussions (e.g., email list, Loomio, Slack, etc.)

4.3 DECISION-MAKING:
The committee shall operate by consensus as much as possible, with more formal rules adopted as necessary. The consensus model shall be determined by the committee.
When a vote occurs, voting shall be by active members, not by state.
4.3.a. PROPOSALS
Proposals require no advance notice but advance notice is encouraged. If there is no consensus a proposal may be brought to a vote. For a vote during an ANMC meeting, two-thirds vote of the committee members present at the meeting is required to pass a proposal. When concerns are expressed but not withdrawn this must be reported in the minutes. If the proposal is being forwarded to the Steering Committee or the National Committee the concerns must be included in the forwarded report.

4.3.a.1 An email or online vote on a proposal may be authorized at a committee meeting, by a two-thirds vote of those with voting privileges at the meeting, and will follow the same rules for quorum and passage as a proposal presented in a meeting. Online/email proposals will have an explicit deadline set and active members (per section 2) will be able to vote.
5. REPORTING PROCESS
5.1 The committee co-chairs/designee(s)/SC Liaison shall submit a periodic report to the Steering Committee for its review.
5.2 Minutes will be kept of each committee meeting and will be made available to any SC or NC member upon request.
6. SCHEDULING
(The detailed timeline is outlined in the Operating Rules and may be adjusted as needed.)
6.1 Annual National Meetings
The ANMC shall organize its activities as necessary to schedule meetings/conventions so as to comply with applicable federal law.

The ANMC recognizes that the NC will decide each year on the format and dates of the next year's ANM/PNC.
6.2 PRESIDENTIAL NOMINATING CONVENTION (PNC)

6.3 OTHER NATIONAL MEETINGS
The ANMC may organize other meetings throughout the year as appropriate to facilitate furthering the work of the party leading up to the ANM.

7. COMMITTEE MEMBERS’ RIGHTS AND RESPONSIBILITIES
7.1 Committee members are expected to behave in accordance with the Ten Key Values of the Green Party and common courtesy.
7.2 The Committee is expressly prohibited from using disagreements regarding differing views on issues and/or business before the committee as a cause for curtailment or elimination of membership privileges.
7.3 Other actions that will not be tolerated include:
• misrepresentation of the committee’s or a member’s work,
• financial improprieties, hiring friends or favored candidates for paid positions without holding a fair and open hiring process,
• violent personal attacks and/or threats, verbal or physical,
• discrimination against federal or state (where applicable) protected classes,
• harassment
• any other unethical or illegal activities related to committee business or function.
7.4 Blatant and/or persistent violation of these guidelines can lead to suspension of privileges or termination of membership via the processes described in the Operating Rules.
8. OPERATING RULES
The ANMC may adopt such Operating Rules as necessary to regulate its business. No Operating Rule may be adopted that counteracts any aspect of these Policies and Procedures. In cases of ambiguity or lack of clarity, the ANMC may look to the Bylaws of the GPUS for direction.
9. AMENDMENT
These policies and procedures may be amended by the National Committee.
The Operating Rules may be amended by the ANMC by ⅔ vote of active members.
