Background

SUMMARY
The Green Party of the United States condemns the ongoing genocide and crimes against humanity in Darfur and across Sudan; urges the U.S. government to designate the Rapid Support Forces (RSF) a Foreign Terrorist Organization; and calls for targeted sanctions on the United Arab Emirates (UAE) for the alleged provision of arms, logistics, and financial support to the RSF that has fueled atrocities and famine, consistent with international law, the Arms Export Control Act, and Global Magnitsky authorities. This resolution further urges an expanded UN arms embargo, humanitarian air/land corridors, and accountability via the ICC, while directing GPUS to advocate these positions publicly and with relevant U.S. and UN officials. The U.S. government determined on January 7, 2025 that RSF forces committed genocide in Darfur during the current conflict; leading human rights bodies and UN offices continue to document RSF-led ethnic cleansing, siege tactics, and mass atrocities. BACKGROUND AND PURPOSE
Since April 2023, fighting between the Sudanese Armed Forces (SAF) and the RSF has devastated Sudan. Darfur has witnessed particularly grave crimes, including ethnic cleansing of the Massalit and other non-Arab communities, widespread killings, sexual violence, and forced displacement. Human Rights Watch and Amnesty International have documented patterns consistent with crimes against humanity and ethnic cleansing, aligning with the U.S. government’s genocide determination regarding RSF-led atrocities in Darfur. UN reporting describes the RSF’s capture of key Darfur territories and control of cross-border supply lines. UN expert panels and reputable media have examined repeated cargo flights routed through Amdjarass, Chad, and other channels allegedly linked to Emirati support to the RSF; the UAE denies these allegations, which remain the subject of continuing UN inquiries. Regardless, the preponderance of credible reporting indicates material support flows that have intensified the conflict and enabled RSF operations. UN human rights offices and Amnesty continue to warn of appalling violations—including in and around El Fasher—where RSF actions have included sieges, obstructed aid, and attacks on civilians. Proposal

Therefore, the National Committee resolves that the Green Party of the United States shall:

  1. Condemn the ongoing genocide, crimes against humanity, ethnic cleansing, and war crimes perpetrated in Sudan—particularly RSF-led atrocities in Darfur—and express solidarity with survivors and displaced communities. (Human Rights Watch)
  2. Urge the U.S. Department of State to designate the Rapid Support Forces (RSF) as a Foreign Terrorist Organization under U.S. law, in light of the U.S. genocide determination and extensive documentation of systematic atrocities against civilians. (U.S. Department of State)
  3. Urge ethical divestment from UAE state funds, investors, or corporations tied to RSF or its funding and support voluntary consumer boycotts of UAE-linked products coordinated via diaspora/human rights partners.
  4. Request the UN Panel of Experts (Sudan) and relevant US/EU agencies to investigate all external sources of arms, finance, logistics and advisory support to parties committing atrocity crimes in Sudan—including any potential roles by Israel, Egypt, Russia, Turkey, and private brokers—and to publish findings suitable for targeted sanctions and export-control actions where warranted.
  5. Support an expanded UN arms embargo covering all parties in Sudan, with enhanced monitoring and enforcement along cross-border routes (including Amdjarass), and public reporting of violations. (United Nations)
  6. Press for humanitarian access via protected air and land corridors, immediate lifting of sieges, and robust UN-AU civilian protection mechanisms, prioritizing famine prevention and medical relief. (AP News)
  7. Back accountability through the International Criminal Court, urging states to cooperate fully with ICC investigations of atrocity crimes committed since April 2023. (International Criminal Court)
  8. Direct GPUS spokespersons and committees (IC, GPAX, Media) to:
  •Issue a public statement reflecting this resolution within 7 days;
  •Transmit letters to the U.S. President, State Department, relevant Congressional committees, the U.S. Mission to the UN, and to UN Office of the High Commissioner for Human Rights;
  •Engage with diaspora, humanitarian, and human-rights partners for coordinated advocacy.
