Background

Purpose:

The purpose of this proposal is to re-affiliate the Green Party of the United States with the Federation of the Green Parties of the Americas and the Global Greens.

The proposal begins with a lengthy Background section, lengthy because there is relevant history to present, past issues to address, and several new questions the International Committee has received. The References section at the end of the proposal provides our sources for information in the Background section.

The basic decisions asked of the National Committee in the proposal are:

1. The GPUS will seek affiliation with the Federation of the Green Parties of the Americans and with the Global Greens.

2. The GPUS will rescind its 2019 decision to affiliate with the São Paulo Forum, an affiliation which has still not occurred in practice, now seven years later.

Resources

IMPLEMENTATION/TIMELINE/RESOURCES:

BUDGET:

Global Greens Annual Membership Fee: $1,000 a year

FPVA Annual Membership Fee: $200 a year.

Travel and Accommodations for FPVA and Global Greens meetings will be budgeted from year to year depending on the meetings scheduled.

In the past, GPUS delegates to the FPVA and Global Greens have largely paid for their own travel and accommodation expenses. The International Committee would prefer that these expenses be paid by GPUS so that any member can afford to be elected and represent GPUS at these meetings. Until such time as GPUS can budget these expenses in full or in part, the IC will solicit donations from GPUS members to support these delegates’ expenses.

VOLUNTEER TIME:

Three to six members of the International Committee will be needed as three delegates to the FPVA General Assemblies and the Global Greens Congresses. That is the minimum volunteer time needed. More participants would be welcome.

The delegates’ responsibilities on an ongoing basis will be to monitor, report back, and be in communication with FPVA and Global Greens bodies and their affiliated parties. The representatives are expected to give a written annual report to the International Committee on the year’s activities, the annual FPVA General Assembly, and the activities of the Global Green Coordination and, if held that year, the Global Green Congress.

The representatives additional responsibilities will be to attend the annual FPVA General Assembly and the Global Green Congress, which is held normally every five years.

Additional work that would be good to do is attending as guests to such meetings as the annual European Greens Congress and the meetings of other national Green parties and reporting back to the International Committee on those meetings.
