Background

Concerns raised in the course of discusion on the budget
proposal have highlighted the failure of our Party to adhere to
its existing fiscal policy, to appropriately reflect that our
2006 operations have been funded by borrowing heavily from state
sharing revenues and other dedicated funds and its reserves.
Delegates have asked for better accounting controls over these
practices, as well as a commitment to repay these reserves.

Our existing Fiscal Policy permits the expenditure of funds
for certain purposes in the absence of an adopted budget.
This proposed Continuing Appropriations Resolution seeks to make
explicit the intention of the National Committee that existing
programs continue and that existing contracts and obligations,
including rent and contractor stipends, be honored, while the
Finance Committee revises its proposal for later consideration
by the National Committee. This resolution is further designed
to give specific guidance to the Finance Committee on how a
future budget ought to be presented.

Proposal

A resolution to authorize the continuing appropriation of
Party funds to meet the Party's obligations in the absense of
an adopted budget covering the 2007 Fiscal Year; to provide
guidance to the Finance Committee on the preparation of a
budget for 2007; and for other purposes.

A Resolution of the
National Committee of the
Green Party of the united States

Whereas, the Fiscal Policy of the Green Party of the United
States, provides, in Section 5. of the Rules and Procedures of
the Green Party of the United States, in the paragraph related
to Interim Budgets, in relevant part, that:

  Until a budget is approved, funds may only be spent for
  administrative expenses for the Green Party, including
  but not limited to personnel costs, literature costs,
  post office box, communications (postage, phones and
  website maintenance) and expenses associated with Green
  Party meetings or an Green Party sponsored nominating
  convention. All such expenses must be approved by the
  National Committee.

; and

Whereas, in order to protect from criminal liability, the
officers, staff and contractors of the Green Party of the United
States who have an obligation to expend Party funds to conduct
Party work, it is necessary that the National Committee act
to authorize the Continuing Appropriation of Party funds,
consistent with the requirements of the Fiscal Policy of
the Party.

Resolved, that the National Committee here authorizes the
continuing appropriation of funds in such amounts and for such
purposes as previously authorized to fund essential Party
functions, staff salaries, contractor stipends, office rent
and utilities.

Resolved, that the proposed FY2007 Budget be recommitted to
the Finance Committee with instructions to report back:

  -- a fundraising plan;

  -- an outreach plan;

  -- a balance sheet and income statements reflecting
  revenues and obligations accrued during the previous
  budget cycle;

  -- cash flow projections documenting historical
  performance, and assumptions underlying any changes
  projected;

  -- a proposal for segregated accounts for the handling
  of state-sharing revenues and other funds accounted for
  by the Party but which are not available for General
  Fund expenditures; and

  -- a revised proposal for an FY2007 Budget, which:

  * appropriately accounts for state and caucus sharing
  revenues;

  * appropriately accounts for contributions accepted
  for designated purposes;

  * retires the Party's past due obligation to the state
  sharing program;

  * restores the reserve account within the Fiscal Year
  to at least 75% of the mandated level;

  * prioritizes fundraising development work and support
  for the member State Parties.
