Background

The Rules and Procedures of the Green Party of the
United States define the role and duties of the Accreditation Committee to
include:

1. To prepare and distribute application materials and instructions.
2. To review applications and make recommendations.
3. To hear appeals and grievances.
4. To review disaffiliation requests.
5. To recommend disaffiliation based on outcome of 3) or 4).

The AC Policies and Procedures, as passed by the National Committee include
this language: "The GPUS Accreditations Committee (AC) is chartered to
review requests by forming state parties and caucuses for accreditation by
the GPUS, as well as complaints against state parties and caucuses which are
based upon the accreditation requirements of the GPUS."

The AC P&P's, as now structured, do not specifically address complaints
concerning affiliation based grievances against GP-US as a whole. The AC is
charged however with dealing with matters of accreditation, and no other
committee or body within GP-US is charged with dealing with such matters
(except for the National Committee to which the AC reports). There is
ongoing debate with individuals arguing that such complaints both fall
under, and do not fall under, the AC's jurisdiction.

The AC has received a grievance concerning accreditation and/or
affiliation against GP-US, and after debate, believes that it should seek
clarification from the NC as to how the NC interprets the rules.

The purpose of this proposal is to clarify the duties of the AC as
specified under GP-US rules. The AC makes no recommendation, except that
it believes that the GP-US needs a GP-US body to deal with this issues now
and in the future, and the decision needs to be made expeditiously.

This proposal has been modified to used an IRV vote to address objections to
the form of the proposal.

This choice winning the vote shall be taken to mean that the Green
Party of the United States intends that its bylaws and all its rules should
be interpreted to mean, and do mean, that the GP-US Accreditation Committee
jurisdiction over accreditation/affiliation issues includes all affiliation
complaints filed against any GP-US affiliated state party or caucus, or that
name the GP-US as the body complained is against.

When affiliation complaints are filed that name the GP-US as the as the body
complained against, any state or caucus whose accreditation may be directly
affected by the complaint, even if not named in the complaint, shall be
considered and treated as an involved party by the AC.

No affiliation complaints
This choice winning the vote shall be taken to mean that the Green
Party of the United States intends that its bylaws and all its rules should
be interpreted to mean, and do mean, that the GP-US Accreditation Committee
does not have jurisdiction over accreditation/affiliation complaints that
name the GP-US as the body complained against.

NOTA
This choice winning will mean that no interpretation of the
rules has been made by the NC and no direction provided by to the AC at this
time.

No bylaws, rules, policies or procedures are changed, and no other
interpretations of bylaws, rules, policies or procedures are made.
