Background

Proposal 389 established online elections for
Steering Committee members. The 2009 Steering Committee election was
complicated by the inability at that time of the voting software to
automatically record voting keys in order to associate voters with
their ballots. The Steering Committee authorized a fix to the program
that will automate the process of connecting voters to their ballots
in order to run an election by secret ballot with ballots open upon
conclusion of the election.

This proposal puts forth a "mock" election
in order to allow the ETC to test both the voting software as well as
the post-election process of connecting voters to their ballots in
order to comply with the Rules and Procedures of the Green Party of
the United States.

PROPOSAL: Ranked choice vote for 3 flavors of ice cream to test the
voting software and Election Tabulation Committee tabulation process.
