Background

Throughout the country Greens and other progressives fight against requiring picture IDs for voting, because we know that such
laws limit participation by poor people, people of color, trans people, young people, old people, and the homeless. Yet we have put in place a rule requiring
a picture ID of our delegates to our presidential nominating convention. This is inconsistent with our values in that it has the potential to exclude members
of the populations listed above.

In addition this is a superfluous requirement since there is no way to assure that the person who is logging in on the phone or on a computer without a
video link, is the same person who has provided the picture ID.

Lastly, the comprehensive credentials packet provided by each state party and caucus is sufficient to assure the identity of our delegates. Those packets
require each delegate’s phone number and email address in addition to other contact information.

Proposal

Portion of the Convention Rules to be changed:

Part IV: Credentialing
On a one-time basis for the 2020 Presidential Nomination Convention only, that the Convention Rules Section 4-6 Preliminary Credentialing of Delegates
be amended:
4-6.1 Until the adoption of the Credentials Report, the Convention shall consist of those applicants granted preliminary credentials by the Credentials
Committee.
4-6.2 Credentials shall be issued electronically before the Convention by the Credentials Committee.
4-6.3 Each applicant delegate or delegate-alternate must be a member of a delegation that itself has been granted preliminary credentials by the Credentials
Committee and must identify themselves with a state or school-issued picture ID.
