Background

This proposal will add a mechanism for holding state parties accountable
for violations of their accreditation agreement with the National
Committee of the Green Party, other than disaffiliation. National
committee member states are justified in the expectation that their
peers would abide by the same set of rules, none the less keeping active
state parties affiliated is also valuable. By creating this process for
Censure, we leave open the opportunity for continued dialogue and for
continued participation as observers to NC committees by representatives
of the Censured state party’s representatives.
 

Proposal

Addition to the Rules and Procedures of the Green Party of the United
States Article I. Accreditation, Section V.
the following language.
 
VI. PROCEDURE FOR CENSURE OF A STATE PARTY
  1. This process is intended to be an effort to address a
violation of GP NC affiliation rules which otherwise could result
in disaffiliation.
  1.a. This process can be initiated by the Steering
Committee upon the receipt of a proposal for disaffiliation from the
Accreditation Committee. The steering committee will have the option,
with a majority vote of the committee, to submit a proposal to
the NC to Censure a State Party in addition to placing the Accreditation
Committee’s proposal to disaffiliate that state party on the voting queue.
 
  1.b. This process may also be initiated by the
Accreditation Committee if it is deemed preferable, by a
majority vote of that committee, to disaffiliation of a state party at
the conclusion of the process laid out in:
  V. PROCEDURES FOR REVOCATION OF ACCREDITATION. The
Accreditation Committee may also initiate this processor
upon the failure of a proposal for disaffiliation.
 
  2. Censure of a state party will remove that party’s
delegates and it will no longer have a vote on the National
Committee. However, its members may remain on other committees as observers.
  2.a. Censure will not affect participation in the
Caucuses who may decide whether or not to allow the state’s
members to remain, or to remain as voting members.
 
  3. A member State party may be censured by a 2/3rds vote
of the National Committee of the Green Party.
 
  4. The duration of the Censure will be stated in each
proposal and may be for a minimum of 6 months and a
  maximum of two years.
 
  5. In order to address and resolve the violation that
initiated the censure the Dispute Resolution Committee will
develop and oversee an individualized remediation plan to be completed
during the period of censure by the State Party that has
been censured. The remediation plan must be executed with respect for
all parties with the goal of open communication and reconciliation.

The procedure for censure will go into effect upon approval by a two
thirds majority of the National Committee of the Green Party
