Background

On May 19, 2021 an appeal of the steering committee's decision to add proposal 1056 to the voting queue was filed and properly cosponsored.

Proposal

Shall the body sustain the decision of the Steering Committee to add proposal 1056 to the voting queue.
Please note: A *YES* vote is a vote to sustain the steering committee's decision. A *NO* vote is a vote to reverse the steering committee's decision.

Please note: The proposal requires a simple majority for quorum but the software only allows for 2/3. The proposal may pass but reported as having failed.

I appeal from the decision of the facilitator because this ruling is contrary to our GPUS Rules and Procedures 6-5.1 and several other sub-sections of
GPUS Rules and Procedures Article VI, as explained below:

 Section 6-5 Steering Committee Review
6-5.1 The Steering Committee shall have the responsibility to review whether a proposal satisfies the following criteria:
6-5.1(e) Is clear in what it asks the National Committee to decide;

1b. This process can also be
initiated by the National Committee by a request of 5 delegates from 5
member states or caucuses.

There is no definition nor clarity here on how this request would occur.
For example there is no timeline for when these requests have to be submitted?  A day? A week? Other?
Upon this basis alone, the Steering Committee should have sent this proposal back to the sponsors for clarification. 
Second, the proposal does not state how the request would be made. Where is the request sent? To whom? Is there specific language by which it must be made?
