Background

At the GPUS Steering Committee meeting in Washington, D.C. on
September 18-19, the SC held discussions on many timely and important
subjects currently facing the Green Party of the United States. The
Steering committee is recommending the formation of 2 working groups
to address several of these challenges and help provide thoughtful
direction for the future of our party. What follows below, and in a
concurrent proposal, are the recommendations of the SC for action by
the GPUS Coordinating Committee.

One of these challenges is developing a strategy for the future of the
Green Party of the United States. Earlier this year the CC approved a
proposal for the formation of an ad-hoc strategy committee. This
proposal has yet to be implemented, largely because the language in
the proposal did not include a process to create and charge the
committee.

To implement this proposal the GPUS Steering Committee is submitting
the process outlined below for creating and charging this working
group.

Proposal

The Green Party of the United States shall form a working group to
develop a strategic plan for the Green Party of the United States. As
approved by the National Committee, the working group will consist of
9 members, 5 of which are currently members of a national committee.
The working group will be tasked to develop and conduct a survey of
greens regarding GPUS outreach, media, fundraising, local and state
election support, local and state organizing and other issues. The
results of this survey will be analyzed by the working group and used
to develop a strategy for growing the GPUS and its affiliated state
parties.

The final products will be:
1. A National Shared Vision Survey. Develop survey to be administered
to Greens in every state. It is important to survey greens with
various levels of involvement in the party and Green elected
officials. The raw results of this survey, along with an analysis by
the working group, will be made available in reports to the SC and
National Committee.
2 National Strategic Plan. Based on survey responses, the working
group will recommend goals and action steps (i.e. priorities,
programs, and activities) for the GPUS that would energize donors and
activists, grow state and local parties, assist in the election of
state and local candidates, increase donations (of time and money) and
increase the stature and influence of the Green Party nationally.
3. Organizational Development Plan. Based on these recommendations,
the committee will also recommend resources and needs, including
additional staff requirements (e.g., national director, media,
fundraising, state coordinator, committee coordinator etc.) and needs
for new or expanded program activities for the national office.

The GPUS National Committee, committees, states and caucuses shall
submit nominations for members of the working group to the Steering
Committee no later than January 31, 2005. The Steering Committee
shall record and announce the working group members no later than
February 7, 2005. Should there be more nominees than the number of
available positions the GPUS Secretary shall randomly draw names from
those nominated, alternating genders to achieve equity. This
resolution requests the working group provide the SC a preliminary
report by April 15, 2005 and provide the National Committee a final
report and list of recommendations by June 1, 2005.

Formation of an ad-hoc strategy committee.

This ad-hoc committee will be created to develop and conduct a survey of greens regarding GPUS outreach, media, fundraising, local and state election support, local and state organizing and other issues. The results of this survey will be analyzed by the committee and used to develop a strategy for growing the GPUS and its affiliated state parties.

The committee will consist of nine members. Five of the committee members must be members of an existing national committee. The other four members will be reserved for green party members who have an interest in this project. The committee may also have up to three advisors who will not have voting privileges on the committee.

All final products of this ad hoc committee will be presented to the GPUS Coordinating Committee for comment and approval.

The final products will be:
1. A National Shared Vision Survey. Develop and administer a survey to national, state and local greens and elected Green officials.
2. National Strategic Plan. Based on survey responses, the committee will recommend goals and action steps (i.e. priorities, programs, and activities) for the GPUS that would energize donors and activists, grow state and local parties, assist in the election of state and local candidates, increase donations (of time and money) and increase the stature and influence of the Green Party nationally.
3. Organizational Development Plan. Based on these recommendations, the committee will also recommend resources and needs, including additional staff requirements (e.g., national director, media, fundraising, state coordinator, committee coordinator etc.) and needs for new or expanded program activities for the national office.

Resources: Negligible as work will be on a volunteer basis. Perhaps there will be limited telephone and travel costs (if so it will be by prior approval of steering committee).
