Background

On July 6, 2023, Delegate Chuck Fall was issued an Advisory from the For Managers, for his post included in a thread entitled "Emanuel Pastreich graciously reviews Cornel West and Robert Kennedy" as "construed as steering discussions away from official Green Party business and into an arena guided by personal preferences and opinions.."

According to https://secure.gpus.org/cgi-bin/vote/propdetail?pid=1112, National Committee members have a means to object to Forum Managers' decision regarding Advisories.

At least, nine objections from delegates from seven distinct state parties (Delegate Cliff Sommers GPMS, Delegate Rita Jacobs GPMI, Alternate Delegate Dan Pulju PGP, Delegate Josh Schuenemann GPMN, Alternate Delegate Chris Edes GPNY, Delegate Steve Bloom GPNY, Alternate Delegate Jonathan Louis Mann GPCA, Alternate Delegate Randall Toler GPFL, Delegate Joel Fears GPFL) were issued in response to the Forum Manager advisory issued to Delegate Chuck Fall of the PGP.

In addition, at least ten delegates from eight distinct state parties and caucuses (Delegate Nathalie Paravicini PGP, Delegate David McCorquodale GPDE, Delegate Timothy Runkle GPPA, Alternate Delegate Melissa Minkoff WIGP, Delegate Sandy Przybylak GPNY, Delegate Joseph Naham GPNY, Delegate Tim McKee GPCT, Delegate Hunter Crow GPTX, Delegate Riley Mahon YES, Delegate Henry Lawrence GPFL) have written to express support in response to the Forum Manager advisory issued to Delegate Chuck Fall of the PGP.

Per GPUS Rules and Procedures, Article IX. Section IV. Addressing Concerns:

“Forum Managers will notify the National Committee on the National Committee Forum of an offender that has been flagged for a warning (beginning of the process) and at the stage of removal (last step in the process) for National Committee discussion and reversal of the decision if five (5) state party or caucus delegates (caucus member may not be from a state that has already participated) issue objections within 48 hours of the notice.”

Per GPUS Rules and Procedures, Article IX. Section IV. Violations: First Offense (Warning):

“Forum Managers shall send a warning of protocol compliance on the National Committee list for transparency reasons to offending members. National Committee Delegates may support or object to the notice. If five National Committee Delegates from varying state parties or caucuses decide the notice was unjust within 48 hours of posting the recommendation, Forum Managers shall clear the action from the offender’s record or initiate a 48 hour discussion and 48 hour vote on the recommended action.”

Accordingly, Forum Managers have initiated a 48-hour discussion and 48-hour vote on the advisory issued to Delegate Chuck Fall of the PGP.

Proposal
