Figures are approximate and do not include some expenses and income from the past couple of months. Only committees and caucuses with $500 or more in transactions are listed here. We estimate that the total reserves for all caucuses and committees is $32,000. Reserve funds must be spent before money is approved from the general budget.

Unrestricted Reserves:
GPUS holds restricted funds in reserve in our savings account per fiscal policy. Restricted funds include earmarked holdings for committees and caucuses, our 3-month operations reserve, and earmarked funds for legal purposes.

GPUS also holds unrestricted funds in reserve in our savings account which are not earmarked.
This budget will commit $15,000 of such unrestricted funds held in reserve to supplement general fundraising work to finance GPUS work in 2024.

Income:
Since this year is a Presidential election year, fundraising should realize a substantial increase over last year. After review of previous Presidential election year gains, a 20% increase in donations is predicted for 2024.

Fundraising plan:
GPUS plans to fund our work with 2 direct mailings, phone and text banking, and our annual national meeting fundraiser. We should also realize an increase in merchandise sales due to it being an election year.

Income Narrative from the Fundraising Committee:
The Fundraising Committee is aware of and concerned about the current financial health of the national party and is committed to working more closely with the Steering Committee on a fundraising strategy but it must be acknowledged that high-level, consistent fundraising is not feasible by just a small, volunteer committee. Even a part time contract hire who has professional writing skills would increase output for regular email appeals. Another possible task for this hire could be setting up a phone or text banking session as the small fundraising committee does not have the skill or bandwidth to execute this.

Expenses:
Expense categories have been reorganized from prior years to provide a simpler and more easily understandable budget.

Staffing:
Staff and job descriptions remain largely the same as last year. We've budgeted for a 3% raise for employees. No additional hires of employees or contractors are provided for with this budget. If it is decided that it would be beneficial to do so, a budget amendment would be proposed.

Communications stipends:
Committee Co-Chairs may apply for a monthly stipend of up to $30 a month to assist with personal payments for communications expenses.

Annual National Meeting:
Budgeting for the ANM has already been approved by the NC with the passage of Proposal 1168 so no expenses for the ANM are included in this budget document. Projected income from the ANM fundraiser is included under the various categories in the Income section of the budget. After expenses any excess revenue will go into the operating fund.
