Background

In October 2017, the National Committee passed a proposal 68-8-1 that amended the Annual National Meeting Committee (ANMC) Mission Statement to include the following as part of its mission: “1.3 Submit a proposal to the Steering Committee for approval of date and location of the Annual National Meetings of the Green Party of the United States, in years other than which the Presidential Nomination Convention is held.”
The same proposal also amended GPUS Bylaws 4-2 Duties and Responsibilities (of the Steering Committee), to add “4-2.11 Choose the location and date of the GPUS Annual National Meeting (except in years where the Annual National Meeting coincides with the GPUS Presidential Nominating Convention) by voting upon a proposal submitted to the Steering Committee by the Annual National Meeting Committee.”

 Previously from 2005 to 2017, the National Committee chose the date and location of the Annual National Meeting every year, based upon a proposal from the Annual National Meeting Committee.
As explained in the Background to Proposal #885, because “this was a substantial of authority from the National Committee to the Steering Committee, this Steering Committee authority will be in place for six years, for planning through 2023, in order to give the GPUS sufficient time to test it. At that point the authority for the Steering Committee to make this decision shall sunset and return to the National Committee, unless a new proposal is made to extend the Steering Committee’s mandate. As 2024 is a Presidential Nominating Convention year and thus would be approved by the National Committee, it would not be until 2025 again that a regular Annual National Meeting would be scheduled, hence there would be more than sufficient time after 2023 to consider the issue.”

 Now 2023 and 2024 have come to pass, and in December 2024 the ANMC began polling National Committee members for possible 2025 Annual National Meeting (ANM) dates, having (i) lost track of the sunset clause, (ii) the need to conduct a review of the rules change that has been in place since 2018, and (iii) the need for a new proposal to extend the authority granted in Proposal #885.
At the same time, it is already 2025. The time (i) it would take to conduct the review contemplated in #885, (ii) an extended National Committee debate over a long-term extension of the authority in #885, and (iii) an extended timeline for the National Committee to decide upon dates and locations for the 2025 ANM (should a long-term extension of #885 authority not be granted by the NC) all could meaningfully delay and complicate planning for the 2025 ANM.
Therefore to enable timely planning for the 2025 ANM, this proposal would (i) extend by one year the authority granted under #885 in order to plan the 2025 ANM in a timely manner, and (ii) would direct the ANMC to provide a written review of the #885 authority before the 2025 ANM and a discussion of it at the 2025 ANM, after which (iii) the National Committee could consider a longer-term extension of #885, or a proposal to similarly amend party procedures with no sunset clause.

Proposal

PART I: That GPUS Bylaws 4-2 Duties and Responsibilities (of the Steering Committee) be amended to add approval of the location and date of the Annual National Meeting by adding the following new 4-2.11; with current 4-2.11 through 4-2.13 renumbered as -2.12 through 4-2.14
 
4-2.11 Choose the location and date of the GPUS Annual National Meeting (except in years where the Annual National Meeting coincides with the GPUS Presidential Nominating Convention) by voting upon a proposal submitted to the Steering Committee by the Annual National Meeting Committee. (This text and the authority it authorizes sunsets after choosing the location and date of the 2025 Annual National Meeting, after which authority to choose the location and date reverts to the National Committee.)
 
PART II:That the Annual National Meeting Committee Mission Statement be amended to add
 
1.3 Submit a proposal to the Steering Committee for approval of date and location of the Annual National Meetings of the Green Party of the United States, in years other than which the Presidential Nomination Convention is held.
 
(This text and the authority it authorizes sunsets after choosing the location and date of the 2025 Annual National Meeting, after which authority to chose the location and date reverts to the National Committee; and in this sub-section Steering Committee shall be changed to National Committee and then the text in this paragraph shall be deleted.)
 
PART III: That the National Committee directs the Annual National Committee to submit a written review to the Steering Committee and the National Committee of the delegation of authority under Proposal #885 that has been in place since 2018, at least a month before the 2025 ANM and provide for a discussion of the review at the 2025 ANM.
IMPLEMENTATION/TIMELINE/RESOURCES: The ANMC shall prepare and submit a review as provided for in this proposal
