Background

On February 24, 2025, Delegate Dave Mulinix was issued an Advisory by the GPUS Forum Managers, for his GPUS Affairs list message of February 24, 2025 2:35 AM ET with the subject "Re: [usgp-dx] (no subject)" containing the phrases "paranoid Russiaphobe" and "who would be dumb enough to believe that bullshit?" as violating Posting Guideline Section D. Tone.

According to https://secure.gpus.org/cgi-bin/vote/propdetail?pid=1112, National Committee members have a means to object to Forum Managers' decision regarding Advisories.

At least, five appeals from delegates from five distinct state parties including Green Party of Hawai'i (Delegate Anna Lee Dillon NCGP, Delegate Scerick Longcope GPTN, Delegate Matt Crehan GPMI, Alternate Delegate Susan Roberts Emery GPH, Delegate Nadia Nouri GPCA) were issued in response to the Forum Manager advisory issued to Delegate Dave Mulinix of the GPH.

Per GPUS Rules and Procedures, Article IX. Section IV. Addressing Concerns:

"Forum Managers will notify the National Committee on the National Committee Forum of an offender that has been flagged for a warning (beginning of the process) and at the stage of removal (last step in the process) for National Committee discussion and reversal of the decision if five (5) state party or caucus delegates (caucus member may not be from a state that has already participated) issue objections within 48 hours of the notice."

"In the case of a state party or caucus contesting moderation or removal of their delegates, five (5) delegates from varying state parties or caucuses (caucus member may not be from a state that has already participated) must concur with the reversal within 48 hours of the posted appeal. In such a scenario, Forum Managers shall remove the action from the offender's record or initiate a 48 hour discussion and 48 hour vote on the recommended action allowing the entire National Committee to each have a voice in the process of their National Committee."

Accordingly, Forum Managers are initiating a 48-hour discussion and 48-hour vote on the advisory issued to Delegate Dave Mulinix of the GPH.

Proposal

The Advisory issued to Delegate Dave Mulinix on 2/24/2025, for GPUS Affairs list message of February 24, 2025 2:35 AM ET with the subject "Re: [usgp-dx] (no subject)" should be withdrawn and his record cleared.

Vote YES to withdraw the advisory. Vote NO to uphold the advisory.
