Background

  The Case Statement of GPUS current resources is included on lines 79-114, following the budget section proper.

  Income Narrative:
  Income categories are tracked by NationBuilder by Sustainers who donate monthly, and individual one-time donations by amount. As projections, lines 4-7 reflect a regular and predicted drop off in giving as routinely happens the year subsequent to a Presidential election year. However, given the unprecedented success last year in earning the trust and votes of many new and first-time Green Party supporters, it was felt that this year's decline in donations might not be as large as happened in the years following previous Presidential elections.
  Planned Giving is normally unpredictable and so left blank, yet we have already received the bequest listed on line 12.
  Merchandise makes money, so, again, due to the growth of interest in supporting the Green Party, new lines of merchandise are being planned for our online store. The amount of this expense and its projected income are on lines 20 and 11.
  The Annual National Meeting expenses and income are balanced and are always planned to be budget-neutral. This income and expense, lines 13 and 21, are an estimate of previous year's ANM's. The ANM does, however, routinely generate a profit in addition to the income raised by the ANM fundraising event.
  To support the Fundraising Committee's work, GPUS has contracted the services of a professional fundraiser. Work by Fundcom will include direct mailing, e-blast solicitations, cleaning up and making our donor contact lists more effective and efficient, and providing for honorariums for dynamic and inspiring speakers for fundraising events.

Expense Narrative:
  Expense categories for income-generating committees are on lines 19-21 to facilitate calculation of net revenue.
  Expenses for all other committees are listed on lines 28-36. Only committees that may regularly have had expenses are included.
  It may be noted that some committees have been budgeted far less than the amount for which they've asked. A budget amendment later in the year to provide more funding for the work of those committees is anticipated, but will require the success of fundraising work.
  Caucus expenditures would normally be listed on lines 38-42. These would be expenses beyond what a caucus may have in its restricted fund.
  Committee and Caucus restricted funds for their exclusive use are listed in the Case Statement, lines 90-108.
  Personnel expenses are listed on lines 45-52. This year's budget includes a 3% Cost Of Living Adjustment raise for staff.

  General operations expenses are listed on lines 54-65. These costs of conducting party business include our NationBuilder system which tracks party donations, payment and banking fees, an assortment of software, communications and mailing services, server and domain name expenses, media content resources, and staff development. A modest amount for Steering Committee travel has been included on line 55. It may be used to support SC travel to select endorsed events or other networking events as may arise.
  The GPUS Operating Reserve Fund is listed on line 111 in the Case Statement section. It was drawn down a modest amount during last year's election season, however, it was only depleted by about half of the projected amount. The SC is still in the process of defining a specific plan to replenish this fund. The precise amount recommended by fiscal policy will need to be recalculated based upon updated increases in many operations and personnel categories. The last time the amount recommended for this fund was calculated was 5-6 years ago.

  Corrections of any factual errors in background materials will happen during the discussion phase.

  Suggested amendments to the budget proposal will be considered through the Steering Committee's online voting process.
