Background

This proposal is meant to clarify the question of whether states or
committees choose who is to be a member of a committee. If passed, this
proposal would codify the status quo -- that is, it would put into our bylaws that it is
states that have the right to choose who is to serve on a committee, and not
the committees themselves. The standard has been that states have this right, so
this proposal clarifies our bylaws to reflect this practice.

Proposal

Alter Article III of the GPUS bylaws, changing the following language:

From:

Delegates to the CC shall automatically be eligible to serve on committees
by virtue of their position. Other committee members shall be members of a
state green party and have written permission from their state party to serve.
Permission shall be submitted by the CC delegates or State Party co-chairs
from the various states to the co-chairs of the relevant committee, and can be
submitted on paper or via email. No state shall have more than three members
per committee without a waiver from the Steering Committee. No committee shall
have fewer than five states represented.

To:

upon notification to the co-chairs of the relevant committee via paper or e-mail.
Other committee members shall be members of a caucus or state green party
and have written permission from their caucus or state party to serve.
Permission shall be submitted by the CC delegates or co-chairs of the caucus or state
party the member in question is a member of to the co-chairs of the relevant
committee via paper or e-mail. Upon notification to the co-chairs of the
relevant committee via paper or e-mail, the member shall have full committee
membership privileges. No caucus or state shall have more than three members per
committee without a waiver from the Coordinating Committee. No committee
shall have fewer than five caucuses or states represented.

If the co-chairs of the relevant committee are notified about a new
membership from a caucus or state party that already has three members and
has not received a waiver from the CC, the co-chairs of that committee shall contact
the CC delegates or co-chairs of the caucus or state party that informed the
committee of the new membership to ask if the caucus or state party wishes
to proceed with the new membership. If the caucus or state party wishes to
proceed with the new membership, the committee co-chairs shall inquire as to which
already existing member of the delegation the caucus or state party wishes to be
removed from the committee. Upon removal of that committee member, the new
member shall have full committee membership privileges.
