Background

$135 is too much. Providing GPUS funding for National Steering
Committee members and national staff will reduce the registration fee
from $135 to $68.

States are being required to pay costs for National Steering Committee
members and national staff to attend the National Committee meeting.
This is particularly a problem for states with insufficient funds in
their treasuries to fund costs of their own delegates to the National
Committee meeting. Delegates generously funding their own travel and
expenses to attend the National Committee meeting are also being
required to pay costs for National Steering Committee members and
national staff. The GPUS has a budget for national activities. It is
capable of funding the sending of its National Steering Committee
members and its national staff to this National Committee meeting.
Doing so will reduce the registration fee, allowing the greatest
number of delegates to attend the Tulsa meeting.

Proposal

The GPUS will lower the registration fee for the National Committee
meeting in Tulsa from $135 to $68 by providing that National Steering
Committee members' and staff costs will be paid by the GPUS.
 
The GPUS will accomplish the reduction by transferring items totaling
$10,775 from the 2005 Annual Meeting Budget from the Annual Meeting
Fund to the GPUS General Fund: SC/Staff Travel, Lodging, Food - $9200
and DivCom Lodging - $1575 are the two items.

To offset the costs, the GPUS Fundraising Committee and Finance
Committee are requested to submit an amended 2005 fundraising proposal
and/or an amended 2005 budget proposal to the National Committee. Upon
approval, the National Committee will help implement the amended
fundraising plan and/or budget.

Timing: National Committee meeting July 21-24, 2005.

Resources

Costs for SC/staff reduced for states and delegates and
additional costs placed on GPUS where these costs belong.
