Facilitator Jane Hunter presented how items on the agenda handled and the
consensus process will be practiced

Facilitators asked if Lynne Serpe could be approved as a member of the
facilitation team for the meeting. Approved by consensus.

Saturday July 23 Morning Session

Roll Call 32 States and Caucuses present (note: more filtered in after roll
call)

Challenge to UT delegation.

Accreditation Committee reported than in December they had determined that
the current UT delegation had been seated in accordance with usual GPUS
procedures and that, since changing a state delegation is an internal
matter, the AC did not have jurisdiction unless a complaint was filed. When
they reported that to the National Committee, no complaints were filed.
Report from Dec 19 2004 was read to the delegates."

Speakers from the current UT delegation and Utahans challenging their
seating both presented. Discussion followed.

Proposal from FL, VT, and NJ to seat one member of each potential delegation

Both factions agreed to go to the Dispute Resolution Committee for mediation

Proposal failed, therefore current delegation will continue to be seated.
