Background

The intent of the following bylaw change is to
potentially increase the size of the National Committee, in a manner that
provides for better racial and ethnic diversity and provides for gender
balance. It allows such increase in a manner that also permits states with
large delegations to potentially enjoy a proportionally larger presence on the
National Committee, while guaranteeing that every state can enjoy increased
participation.

Whereas: The National Committee has not achieved a racial and ethnic
balance that reflects our society, and has not adopted a mechanism to
protect gender balance

And, whereas: Affirmative action has proven in various institutions to
make a difference in achieving the desired diversity

And, whereas: Diversity is particularly important on the National
Committee, where the policies of the Green Party of the United States
are set, and the wisdom, experience and skills of diverse persons are needed
to arrive at just and equitable policies, particularly because Societal
Privilege makes invisible many issues and understandings, to groups
lacking this diversity, things which are obvious to the under-represented
groups

And, whereas: Every state should be encouraged to actively recruit such
diversity, and states with large numbers of Greens should best be able
to so recruit

And, whereas: Gender balance is a suggested goal of the NC, but not a
stated policy

Proposal

Therefore be it resolved that:

Article II, Section 2, Paragraph 5 be changed from:

Each member state party shall have one vote on the Coordinating
Committee for every four Congressional Districts or major fraction thereof
into which the state is divided. Regardless, each state party shall have at
least two votes. State parties shall make a good faith effort, where
reasonable, to have delegates to the Coordinating Committee elected by
clusters of local Green groups.

To:

Each member state party shall have one vote on the National Committee
for every four Congressional Districts or major fraction thereof into
which the state is divided. Regardless, each state party shall have at least
two votes, provided, in all instances, that all even numbered seats are
available only if gender balance is preserved, or, in states which would
be entitled to two delegates, the states may, by official action of both
states, pair to achieve gender balance.

State parties shall make a good faith effort, where reasonable, to have
delegates to the National Committee elected by clusters of local
Green groups.

Additional delegates to the National Committee shall be available to a
state, as affirmative action seats, available if filled by the states
with persons of color. A cap on the number of these additionally
available seats shall be: no fewer than 1 seat per state, but otherwise,
up to a 34% increase in their total delegation.
