Background

Whereas: the current GPUS proposal process takes two weeks of
discussion and one week to vote, and;

Whereas: the GPUS bylaws state under Article V. Voting Rules that "The
Coordinating Committee shall strive for consensus in decision making"

Proposal

Therefore be it resolved that the second discussion week be used to both
address any concerns and sample for consensus, and

Further: the floor manager be empowered to facilitate and report the
final wording of the proposal by emailing the final wording to each
delegate and alternate and solicit a response from each, and

Further: GPUS voting page programmers create a consensus page where
delegates can log in and indicate their option:
1) I am in consensus
2) I abstain
3) I object but am willing to stand aside
4) I object with the following blocking concerns

This proposal shall sunset after 6 months unless action is taken to revise and renew it.
