Background

The intent of the following bylaw change is to increase active membership on
national committees. Committee work is where most work is accomplished at the
national level and it is where delegates get to know and understand each other
best.

Proposal

Whereas: Most of the work at the National level is done in committee;

And, whereas: Most committees are seriously understaffed;
 

Therefore be it resolved that:
 

Article II, Section 2, Paragraph 5 be changed from:
 

Each member state party shall have one vote on the Coordinating Committee for
every four Congressional Districts or major fraction thereof into which the
state is divided. Regardless, each state party shall have at least two votes.
State parties shall make a good faith effort, where reasonable, to have
delegates to the Coordinating Committee elected by clusters of local Green
groups.

To:
 

Each member state party shall have one vote on the Coordinating Committee for
every four Congressional Districts or major fraction thereof into which the
state is divided. Regardless, each state party shall have at least two votes.
State parties shall make a good faith effort, where reasonable, to have
delegates to the Coordinating Committee elected by clusters of local Green
groups. Such delegates are to select (with the states approval) and in
addition to the National Committee, a working or standing committee on which
they are to actively serve.
