Background

The manner of electing Steering Committee members prescribed in our bylaws
has two or more methods that meet the requirements of the bylaws. The
National Committee has been engaged in a debate over which method is
preferable for our purposes, but in the immediate sense we acknowledge that
for many of us our preference in this cycle has been influenced by factors
such as inadequate information on the variety of methods and their
distinctions in advance of the most recent election, and subjective
outcome-oriented concerns in its aftermath.

However, it is essential that GPUS settle on one method and narrow the
bylaws to specify that method to the exclusion of others. Towards that end a
study process will be necessary, and a proposal to enter into such a study
process (182) is already on the floor.

We believe that the input of an outside agency well-versed in STV voting
with no connections with GPUS would serve to mitigate the likelihood of
controversy in considering the results of the report. We believe that the
number of available expert agencies is manageable enough that one need not
be named in this proposal but be agreed upon by the National Committee at a
later date, and that the following motion be adopted in principle.

The following proposal was adopted by the New York State Committee at our
most recent meeting:

Proposal

That GPUS engage an unbiased outside agency, under the guidance of a GPUS
election committee or working group that is familiar with the voting system
employed by GPUS, to make a recommendation on a tallying method for future
Steering Committee elections.
