Background

The Twentieth Century is often called the most violent century in the
history of the world. Yet this century also saw the rise of massive efforts
to use nonviolent methods and campaigns to address wrongs, create more just
conditions, and resolve and transform conflicts. Although the United
Nations has proclaimed the first ten years of the Twenty-first Century the
"Decade of Nonviolence for the Children of the World", the peoples of the
world have witnessed continuing violence on local, regional and global
scales, including the preemptive war against Iraq. The world needs concrete
examples of how nonviolence can work to resolve and transform conflicts, and
how it can form the basis of more compassionate international relations and
foreign policies. Green Parties around the world have a responsibility to
manifest and support visions for our country and our world that express our
key values.

The Nonviolent Peaceforce, an international initiative, launched in November
2002 in India and headquartered in Minnesota, is an example of such a
vision.

Proposal

That the Green Party of the United States support the Nonviolent Peaceforce
as a catalytic effort to place nonviolence at the heart of international
relations and to offer an example of a nonviolent foreign policy strategy.

The Resolution:

GPUS, in partial fulfillment of five of our Ten Key Values (Nonviolence,
Personal and Global Responsibility, Future Focus and Sustainability, Social
Justice, and Feminism and Gender Equity) adopt the following resolution:

Whereas Greens carry a particular responsibility to offer nonviolent options
for resolving and transforming conflict as part of our international
relations and foreign policies as an expression of our key value of
nonviolence, and

Whereas GPUS wishes to support efforts that will increase the visibility and
utilization of nonviolent methods for conflict resolution and
transformation, and

Whereas the Nonviolent Peaceforce, with US offices in Minnesota and
California, is creating what Mohandas Gandhi called a "shanti sena" (peace
army) of trained civilians from around the world who, in partnership with
local groups in conflict areas, will apply nonviolent strategies to protect
human rights, deter violence, and create space for nonviolent conflict
resolution and transformations, and

Whereas the key values of personal and global responsibility, future focus
and sustainability, and social justice are all inherent in the work of the
Nonviolent Peaceforce, and

Whereas the Nonviolent Peaceforce has committed itself to equal
representation of women and men in the creation of its peaceforce teams,
thereby embodying the Key Value of feminism and gender equity,

Therefore, to underscore the importance of this initiative and its harmony
with Green Party values and objectives, GPUS resolves:

To support the groundbreaking work of the Nonviolent Peaceforce, and
To forward this resolution to the Platform Committee of GPUS for adoption as
part of the national platform, and
To forward this resolution to the Green Parties of other countries for
adoption and support.
