Background

Our existing Fiscal Policy permits the expenditure of funds for
certain purposes in the absence of an adopted budget. This proposal
seeks to make explicit the intention of the National Committee that
existing programs continue and that existing contracts and
obligations, including rent and contractor stipends, be honored, while
the Steering Committee revises its proposal for later consideration by
the National Committee.

Proposal

That the GPUS National Committee authorize the continuing
appropriation of Party funds to meet the Party's obligations in the
absense of an adopted budget covering the 2007 Fiscal Year.

Whereas, the Fiscal Policy of the Green Party of the United States
provides, in Section 5. of the Rules and Procedures of the Green Party
of the United States, in the paragraph related to Interim Budgets, that:

Until a budget is approved, funds may only be spent for
administrative expenses for the Green Party, including
but not limited to personnel costs, literature costs,
post office box, communications (postage, phones and
website maintenance) and expenses associated with Green
Party meetings or an Green Party sponsored nominating
convention. All such expenses must be approved by the
National Committee.

and

Whereas, in order to protect from criminal liability, the officers,
staff and contractors of the Green Party of the United States who have
an obligation to expend Party funds to conduct Party work, it is
necessary that the National Committee act
to authorize the Continuing Appropriation of Party funds, consistent
with the requirements of the Fiscal Policy of the Party.

Resolved, that the National Committee here authorizes the continuing
appropriation of funds in such amounts and for such purposes as
previously authorized to fund essential Party functions, staff
salaries, contractor stipends, office rent and utilities, and the
national meeting.
