Background

Part of the difficulty in discussing past impeachment proposals has
been lack of a succinct grievance statement.
There was no mandate for a grievance statement Proposal 246: Steering
Committee Recall. In Oregon recall processes, a grievance statement of
100 words is required affixed to the top of all petitions signed in
support of the recall and is printed in the state-sponsored voter's
guide. The Green Party of Michigan requires that: A petition for
removal should begin with the language, "We move to exercise our right
of association and disassociate and expel _______ for any and all of the
following reasons: We believe that _______ has engaged in behavior
inimical to the aims of the GPMI, which may include but is not limited
to violations of the Ten Key Values or the By-Laws, or persistent
disruption of party activities. Specific reasons for this request include:"
Since Greens tend to be verbose, a 250 word grievance statement is
proposed for our process to be included in the "Background" section of
recall proposals.

Proposal

Existing Rule from Prop 216:

D. Recall

1. A proposal to recall a member of the Steering Committee may only be
brought forward by delegates at least equal in number to one-fifth of
the number of recognized National Committee delegates, with at least
one-fifth of the total number of GPUS-accredited state parties and
caucuses each represented by at least one delegate. The proposal may
include as a background section a formal grievance upon which the recall
is being pursued.

2. Any proposal introduced to recall more than one Steering Committee
member will be divided for voting purposes into separate proposals such
that there will be a separate vote for each person potentially subject
to recall.

New Rule to Amend Paragraph D.1. of Prop 216:

D. Recall

1. A proposal to recall a member of the Steering Committee may only be

the number of recognized National Committee delegates, with at least
one-fifth of the total number of GPUS-accredited state parties and
caucuses each represented by at least one delegate. The proposal must
include as a background section a 250 word or less grievance statement.
