Background

As of the end of May 2008, GPUS does not have an adequate Reserve Account to pay the anticipated expenses for the Annual National Meeting and Nominating Convention in Chicago in July 2008. While income less expenses is at only $29,200, the expenses include food ($36,000), deposit for the Saturday Nominating Convention venue ($10,300), travel/lodging for the staff and Steering Committee ($13,800), audio visual/media ($6,600), and materials/supplies ($4,000).
 
The Rules and Procedures, Fiscal Policy, Loans states: To cover emergencies, sudden expenses, or seed funds for special projects, amounts of $2000 or less may be borrowed, with the express written authorization of the Green Party Steering Committee. Larger loans must be approved by a vote of the full National Committee.

Proposal #262, Loan to Pay Printing Bill, for $9,948 was approved by the GNC on March 5, 2007, by over 88% of the delegates voting yes or no. Interest-free loans were received from nine Greens and were paid back within four months.

Proposal #334, Loan to Pay Printing Bills, for $9,621 was approved by the GNC on January 28, 2008, by over 93% by the delegates voting yes or no. Interest-free loans were received from nine Greens and were paid back within two months.

Proposal

The National Committee agrees to accept interest-free loans from Green Party members amounting to a total of no more than $15,000 to cover anticipated costs for the Annual National Meeting and Nominating Convention in Chicago in July 2008.

Profits from GPUS fundraising in Chicago will repay those who contributed to this loan. Fundraising events for the General Account will benefit from the greater attendance this year and will include fundraising pitches and passing the hat, selling GPUS merchandise, and the silent auction which will include contributions from celebrities this year.

If those funds are not sufficient and other income in not available for that purpose, funds released to us by the Juoni Trust in January 2009, estimated to be $29,000, will be used for repayment.
