Background

The GPUS Rules and Procedures, Fiscal Policy, in the section pertaining to Loans, states that loans totaling over $2000 must be approved by a vote of the National Committee.

The National Committee has previously approved three proposals for
interest-free loans from Greens:

Proposal 262, March 2007, for $9,900; repaid within four months.

Proposal 334, January 2008, for $9,600; repaid within two months.

Proposal 353, June 2008, for $15,000; $11,500 repaid within six months;
$4500 remains owed to Jody Grage and Budd Dickinson, who agreed to
delay repayment.

GPUS has several urgent needs for immediate funds.

We have been given notice by our current landlord that she will be remodeling the space we currently occupy into a residential unit. As a result, we need funding for moving expenses as well as the deposit and first month’s rent at our new location.

Our bill with the Palmer House Hilton Hotel in Chicago from the 2008 convention is still not paid in full. This is a pressing obligation, payment is long overdue, and we must take care of it right away.

We owe Red Sun Press for the last direct mail project and must pay them before we can do another one.

We also need funds to allow the staff to explore and evaluate new short-term fundraising initiatives to increase our revenue stream.

We need to replenish our merchandise inventory for the Annual National Meeting in Durham to increase profits from these purchases.
 
As a first step toward repaying state sharing, we need $1000 to cover state-driven state sharing for 2008 and the first quarter of 2009. State-driven state sharing refers to mutual fundraising initiatives that are primarily driven by the work of the state Green Party.
 
Therefore, the Steering Committee requests approval for interest-free loans totaling no more than $25,000 to be used for the following purposes:

$3000 – new office expenses
$7000 – Palmer House Hilton
$8500 – Red Sun Press
$2500 – staff-driven projects to enhance fundraising
$3000 – resupply merchandise inventory
$1000 – payment of 2008 and 1st Quarter 2009 state-driven state sharing

Proposal

1. The National Committee agrees to accept interest-free loans from Green Party members amounting to a total of no more than $25,000. These loans will be used for the following purposes:

a. $3000 – new office expenses
b. $7000 – Palmer House Hilton
c. $8500 – Red Sun Press
d. $2500 – staff-driven projects to enhance fundraising
e. $3000 – resupply merchandise inventory
f. $1000 – payment of 2008 and 1st Quarter 2009 state-driven state sharing

2. If the loans have not already been repaid, funds from the $30,400
released to us by the Juoni Trust in January 2010 will repay those who
participate in this loan.
