Background

This proposal is a housekeeping amendment to GPUS Bylaws, Article II, Section 2 , clarifying an amendment adopted with Proposal #420 (Bylaws Amendment -To Allow for A Two-Year Platform Cycle), to address concerns about a potential ambiguity. This is to make clear that the Presidential Nominating Convention is the only body that may amend the GPUS platform in Presidential Convention years.

Proposal #420 (Bylaws Amendment - To Allow for A Two-Year Platform Cycle) is
amended by inserting the word "otherwise" into the third paragraph.

The current language is:

"The National Committee shall be the final decision-making body of the Green
Party of the United States and shall be responsible for approving a
deliberative process of discussion, debate and decision-making at the local
and state levels leading to the adoption of a revised national platform in
each even numbered year.

Final adoption of the Platform shall rest with the delegates at each
quadrennial Presidential Nominating Convention in those years when one is
convened, and OTHERWISE with the National Committee, after the Annual National Meeting
in even-numbered years.

"The Presidential Nominating Convention is the delegated decision making body
responsible for nominating the Green Party's presidential and vice-presidential
candidates and for approving the Green Party's national platform in those years
in which it convenes. "
 

Proposal

In GPUS Bylaws, Article II, Section 2, paragraph 3 is amended to read:

"Final adoption of the Platform shall rest with the delegates at each quadrennial
Presidential Nominating Convention in those years when one is convened, and
otherwise with the National Committee, after the Annual National Meeting in
even-numbered years."
