Background

The proposed 2008 GPUS Platform was not approved at the Presidential Nominating Convention in Chicago in July 2008. Objections were raised to several sections of the proposed platform. However, the voting was not by sections but included the entire document in an up-or-down vote. Therefore the proposed 2008 GPUS Platform was not approved, and the 2004 GPUS Platform remains in effect.

This proposal requires that the proposed platform be approved or disapproved in sections, the length of those sections being determined by the Platform Committee. Only the sections being amended would require approval. Unaffected sections would remain intact.

Proposal

GPUS Bylaws Article II, Section 2, is amended by the insertion of what will become paragraph 4:

"For each two-year Platform cycle, the Platform Committee is instructed to compile, edit and organize changes to the Platform proposed by the member state parties and caucuses, and to report to the body with jurisdiction over Platform revisions. The GPUS Platform shall be approved in sections. Only sections of the platform which are being amended will require approval. Unaffected sections will remain intact."
