Background

GPUS Bylaws Article IX. Platform

9-1.1 The GPUS Platform represents policies upon which most Greens would agree and serves as a basis for Green Presidential and Congressional campaigns. The Platform may only be amended as provided by this Article.

9-1.3 In even numbered years in which there is no Presidential Nominating Convention, the National Committee shall be the decision-making body responsible for amending the platform. The process shall be as established in the GPUS Rules and Procedures.

9-1.4 Amendments to the Platform may be submitted for consideration by any accredited state party or caucus, or any committee whose Mission Statement authorizes it.

Proposal

Replace text of section called, "Call to Action," with the following text.

Join the Green Party. Support the Green New Deal.

The Green New Deal is an ambitious program to create economic prosperity together with ecological sustainability.

The Green New Deal stimulates a peaceful economy by cutting military spending at least 70%.

The Green New Deal creates millions of green jobs with massive public investment in renewable energy, mass transit and conservation. Green jobs are union jobs with living wages.

The Green New Deal will help stop runaway climate change by reducing greenhouse gas emissions at least 40% in 2020 and 95% in 2050, over 1990 levels. We aim to power half of our nation's electricity needs with renewable energy by 2030.

The Green New Deal strengthens social justice in the United States. We support a single-payer “Medicare for all” health care system because everyone deserves quality health care. We support tuition-free public higher education because everyone should have the opportunity to learn. We will legalize, regulate, and tax marijuana, and end the war on drugs.

The Green New Deal creates tough limits on credit card interest and lending rates, progressive tax reform and strict financial regulation. Greens will cut corporate welfare and change trade agreements to improve labor, environmental, consumer, health and safety standards.

The Green New Deal empowers people by curbing corporate power in the United States. We support a constitutional amendment to end corporate personhood and sweeping electoral, campaign finance and anti-corruption reforms.

2004 CALL TO ACTION
The Green Platform presents an eco-social analysis and vision for our country. In contrast to the way in which major political parties create their platforms, through the back-room deals of insiders and power- brokers, we have created a grassroots process that invites submissions from every local Green Party and every Green individual. Through democratic process over a year and a half, we arrive at a final draft to present to our national convention for approval. The Green Platform is an evolving document, a living work- in-progress that expresses our commitment to creating wise and enduring change in specific policies and in the political process itself. The Green Party is committed to values-based politics, as expressed in our Ten Key Values. These values guide us in countering and changing a system that extols exploitation, unsustainable consumption, and destructive competition.
