Background

This is one of three proposals approved of and submitted by the Platform
Committee to resolve the conflicts in the approved platform resulting from
the platform amendment process by which the platform was approved of in
discreet sections or specific amendments. Since the Platform Committee does
not have the authority to make substantive changes in the approved
amendments, we are submitting these changes to the Green National Committee
for approval. This one deals with Chapter 3, Ecology.

1. The Climate Change proposal that passed (522) states, "There was no text
on Climate Change in the 2004 platform." That is not true. It was covered in
the 2004 Clean Air/Greenhouse Effect/Ozone Depletion section. CA has stated
that their proposal did not replace the 2004 Air/Greenhouse/Ozone section.
Therefore, there is duplication of climate change wording.

This proposal would delete the 2004 language on climate change and retain
the air pollution and ozone depletion pieces.

2. The Energy proposal that passed (519) contained a note in section 3, End
the Use of Dirty and Dangerous Energy Sources; subsection e. "(See Water and
Air section concerning dirty extraction methods such as "fracking" or
"hydro-fracking.")"

This proposal would replace that note since the Water and Air proposal
(525)did not pass. The new wording would be the same as the wording in 525
(see below).

3. The Transportation proposal (521) did not pass. The 2004 platform says
under Automobiles, "17. Schedule an increase in CAFE standards to 60 MPG for
cars and 45 MPG for light trucks by the year 2010." This is clearly out of
date and sticks out like a sore thumb. This proposal would change the year
to 2014, the same as 521.

Proposal

1. Delete the 2004 language on greenhouse effect/climate change, so that the
section on Air and Ozone becomes:

CLEAN AIR AND OZONE DEPLETION

The strict, comprehensive protections of the Clean Air Act must be
maintained and enhanced if we are to keep in place effective federal
programs that deal with urban smog, toxic air pollution, acid rain, and
ozone depletion. State and local clean air initiatives should advance and
improve national efforts. For example moving forward with stricter clean air
and fuel efficiency standards, and with vehicle and fleet conversions.

Earth's atmosphere is in great danger due to man-made chemicals and
hydrocarbon emissions. Chloro-fluorocarbons, hydrochloro-fluorocarbons, and
other related ozone-depleting substances should be banned as soon as is
possible.

2. Delete in the new Energy section the note in section 3, End the Use of
Dirty and Dangerous Energy Sources; subsection e."(See Water and Air section
concerning dirty extraction methods such as "fracking" or
"hydro-fracking.")"

Replace it with: "Enact a moratorium on hydraulic fracturing ("fracking")
until its damaging effects on water and air quality are fully studied and
understood. Permanently ban high volume hydraulic fracturing in sensitive
watersheds. Regulate hydraulic fracturing under the Safe Drinking Water Act,
Clean Water Act and National Environmental Policy Act, and require public
disclosure of the chemicals used in fracturing fluids."

3. In the Transportation Section, The 2004 platform says under Automobiles,
"17. Schedule an increase in CAFE standards to 60 MPG for cars and 45 MPG
for light trucks by the year 2010."
Replace it with "17. Schedule an increase in CAFE standards to 60 MPG for
cars and 45 MPG for light trucks by the year 2014."
