Background

This proposal does the following:

- changes the positions of Treasurer and Secretary from voting
Steering Committee members to non-voting members

Making these changes has these advantages

- The reduction of workload allows the Secretary and Treasurer
to focus on accomplishing those tasks in their job description for the
party, without those tasks competing with all of the other tasks a
Steering Committee member does;
- The reduction of workload also encourages more candidates for
Secretary and Treasurer;

Section 4-3 Membership
4-3.1 The Steering Committee shall be composed of seven Co-chairs, a
Secretary, and a Treasurer; and be elected by the National Committee
as defined in Article VI.

to this language:

4-3.1 The Steering Committee shall be composed of seven Co-chairs as
voting members and a Secretary and Treasurer as non-voting
members. All Steering Committee members shall be elected by the National
Committee as defined in the GPUS Rules and Procedures Article VI.
