Background

In spite of the efforts of the Bush-Powell State Department to scuttle
the effort, the nations of the world gathered in Durban South Africa in
2001 and adopted the Durban Declaration and Plan of Action. The World
Conference Against Racism was knocked from the front page by jets
flying into buildings. Even now the Obama-Clinton State Department
works to undermine the global intention "to eradicate racial
discrimination, inequity, colonialism, xenophobia and related
intolerances".

This resolution puts the Green Party of the United States on record
endorsing the work of the Durban+10 Coalition and for the
implementation of the Durban Declaration and Plan of Action.

Proposal

Whereas, from August 31st, till September 8th, 2001, global leaders and
NGO's (including many U.S. Greens) gathered in Durban South Africa as
part of the World Conference Against Racism, at the conclusion of which
they had adopted the Durban Declaration and Programme of Action; and
Whereas, since that time the DDPA has served to focus popular energies
to pressure the governments of the world to adopt and thoroughly
implement national plans of action to eradicate racial discrimination,
inequity, colonialism, xenophobia and related intolerances.
Whereas, the Durban+10 Coalition is urging organizing activities in
September, 2011 to celebrate the accomplishments of Durban, to further
educate civil society in the United States and the world about the
actual contents of the DDPA, to combat the distortions and historical
revisionism the effort has suffered this past decade, and to pressure
the governments of the world to honor their commitments to eradicate
racism and xenophobia utilizing the Durban framework.

Resolved, that the Green Party of the United States welcomes the United
Nations General Assembly's upcoming gathering of heads of state to
commemorate the 10th anniversary of the adoption of the Durban
Declaration and Programme of Action (DDPA) on Thursday, September 22nd,
2011, with the theme "Victims of racism, racial discrimination,
xenophobia and related intolerance: recognition, justice and
development."

Resolved further, that the Green Party of the United States supports
and embraces the advances embodied in the Durban Declaration and
Programme of Action, and urges the enthusiastic implementation of the
DDPA as the cornerstone of the UN's program to combat racism.
Resolved further, that Greens condemn the slander and sabotage against
the DDPA and 10th anniversary activities being spearheaded by the
United States, Canada, Israel and several members of the European
Union, particularly Italy, the Netherlands, and the Czech Republic, to
suppress the rights and demands of the many groups protected by the
DDPA, including Migrants, Indigenous Peoples, African and African
descendant peoples for restitution and reparations and those of the
Palestinian people for self-determination.

Resolved, that the Green Party of the United States endorses the spirit
and aims of the Durban+10 Coalition and urges Greens across the nation
to engage in public educational activities, including forums, media
events, letter-writing campaigns and electoral work and to take other
actions designed to move forward the work of the Durban Declaration.
Resolved, that Greens are urged to appeal to the Congress, the Executive and the Judiciary to reverse this nation's current hostile
relationship with the Durban process and to embrace this nation's
responsibility to eradicate racial discrimination, inequity, colonialism, xenophobia and related intolerances.

It is hoped that accredited state parties and caucuses throughout the
country will use this opportunity to promote the work of the Durban+10
Coalition and the Durban Declaration and Plan of Action through public
educational events, media work, letters to the editor and the pursuit
of other strategies and tactics appropriate to their local organizing
work.
