Background

The GPUS National Committee recently adopted a proposal establishing a
new rule for apportioning itself among the state parties, to be
incorporated as ARTICLE VIII. NATIONAL COMMITTEE SIZE AND DELEGATE
APPORTIONMENT of GPUS Rules and Procedures (Proposal 599).

The proposal has a section entitled:

"8-3.4 Reserved for language specific to 2011 reapportionment."

This was purposely left blank, because the timeline for implementation
of the 2011 apportionment was uncertain when the proposal was submitted.
The proposal at hand therefore establishes the timeline for the 2011
National Committee apportionment.

Proposal

Replace the following language in GPUS Rules and Procedures, Article VIII:
 
"8-3.4 Reserved for language specific to 2011 reapportionment."
 
with
 
"8-3.4 In 2011 only, the Steering Committee shall appoint members to
the Apportionment Tabulation Committee by September 11; the committee
shall convene by September 18; the committee shall put out the
required call to state parties by September 25; and the committee
shall forward a proposal to the National Committee no later than
October 9. Any proposal seeking to overturn an appointment to the
Apportionment Tabulation Committee must be received by September 18
and must be handled by the Steering Committee in an expedited manner."
 
 

Resources

TIMELINE:
Section 8-3.4 of GPUS Rules and Procedures will sunset upon ratification
of the 2011 apportionment by the GPUS National Committee.
