Background

The GPUS NC apportioned the 2008 Presidential Nominating Convention (PNC) by multiplying the number of delegates allocated to the NC per state by a factor of four (4). The NC proposes to use the same formula in apportioning in the 2012 PNC.

Proposal

The Green National Committee hereby adopts the formula, below, as the delegate apportionment formula for the 2012 Presidential Nominating Convention.

 
ARTICLE I - ALLOCATION METHOD

Each GPUS affiliated caucus and state parties shall receive four (4) times the number of delegates allocated to it for the GPUS National Committee. Unaffiliated states, territories and caucuses, credentialed according to convention rules or affiliated after apportionment, shall be allocated four votes and four delegates.

 
ARTICLE II - DELEGATES AND VOTES

Each delegate seat counts for one vote. Proxy votes are allowed, as provided for in the covention rules, as long as the total number of votes cast does not exceed twice the number of voting delegates in attendance for that delegation.
