ARTICLE III: INTERNATIONAL REPRESENTATION

Section 3-1 Delegates and Alternates to the Federacion de Partidos Verdes de las Americas (FPVA), the Global Green Network (GGN), and Global Green Congresses.

3-1.1(a) The Committee [IC] shall elect GPUS Delegates to the Federacion de Partidos Verdes de las Americas (FPVA), the Global Green Network (GGN), and the Global Green Congress from within the International Committee. Only Committee Members may be Delegates. An FPVA Delegate may also be a Delegate to the Global Green Coordination (GGC), if elected to that position by the Federation, but may not also be a Delegate to the Global Green Network (GGN). Any Member of the Committee may be nominated and serve as Delegate or Alternate to the Global Green Congress. No member of any committee of the Green Party of the United States, nor of any state Green party or caucus affiliated with GPUS, may claim to be a GPUS-authorized Representative or Observer, in any international meeting or body, absent selection according to either Section 3-1 or 3-2 of these Rules, Policies and Procedures.

3-1.1(b) Notwithstanding provisions of 3-1.1(a), the National Committee retains ultimate and final authority over any and all international Delegates, Alternates, and other Representatives who represent the Party, and may at any time, at its sole discretion, initiate recall and removal proceedings for any such Delegate, Alternate, or Representative.

3-1.2 The number of Delegates to each body shall be the number as defined by the FPVA and the Global Greens respectively.

3-1.3 Unless otherwise prescribed by the FPVA and the Global Greens respectively, the Committee shall also elect one Alternate per Delegate.

Dear IC Members,

Please accept the following as the Election Subcommittee's report on the previous week's elections for IC Co-chair, Federacion de Partidos Verdes de las Americas Delegates (FPVA) and Global Green Network Delegates (GGN).

The Single Transferable Vote results and details for all three elections are appended far below.

45 IC members were eligible to vote from 17 states, District of Columbia and 3 Caucuses.
34 members participated in the election. They represented 14 states, District of Columbia and 1 Caucus, thereby meeting all necessary requirements for quorum based on our revised RP&P's.

The IC members did a terrific job of completing their ballots according to the instructions provided....we thank you. There was one vote for Co-chair that was not counted due to improper assignment of ranking numbers. Although this could have resulted from a computer formatting issue, we decided to remove that vote from consideration. This reduced the number of ballots for Co-chair to 33.

There was one vote for FPVA that had no assignment of ranking numbers, which resulted in the reduction of the number of ballots for FPVA Delegates to 33.

There were two abstentions: 1-FPVA; 1-GGN.

Your Elections Subcommittee wishes to extend our appreciation to the IC members for their robust response to the call for votes. The current IC Co-chairs provided their experienced guidance and support throughout the process. JW Green history

I've been an active Green since 1996. I was GP candidate for NY State Senate in 1998, for NYC Mayor in 2001 and for NY State Comptroller in 2006 and 2010. During the years when both ASGP and GPUSA were active national parties, NY sent the same delegate to represent our state on both national committees. Thus I was the NY State representative to both the ASGP and the GPUSA National Committees from 1998 to 2001. And I represented GPUSA at the Boston Mediation project from which GPUS was born. I've been active in the National Woman's Caucus since its inception.

JW International history

I was a member of and then chair of the GPUSA International Committee from 1998 until 2000 and have been an active member of the IC since 2000, chairing the committee from 2004 to 2009 and representing GPUS to the Federation of Green Parties of the Americas (FPVA) from 2001 to 2009. I served as co-president of the FPVA from 2003 to 2008. I've attended and represented US Greens at federation and global meetings in Mexico, France, Ireland, the Netherlands, Italy, Peru, Brazil, Nicaragua, the Dominican Republic and Canada.

JW Personal history

I am a blue collar product of Brooklyn from a family of union activists, a non-traditional student (awarded a BA at age 32 and ultimately a Ed.D at age 51), a teacher of mothers on welfare, electrician apprentices, ESL students and East European university faculty teaching languages. I've lived abroad, traveled to more than 70 countries and am a very poor speaker of Dutch, French and German.

Because I live in Manhattan, one service I can offer USGP is a venue for meetings with international Greens (many of whom visit NY to attend UN events). In fact the Green Party of the Dominican Republic, which has branches in both NY and Santiago, DR, held a meeting in my apartment to plan their merger with another Dominican political party. The occasion was exhilarating. Over the years I have had the honor and privilege of hosting 40 to 50 visiting Green officials including members of parliament from Brazil, Austria, Switzerland, Belgium, Italy, Finland, France, Mexico, Sweden, and the UK. For those of us living in proximity to NY it is a thrill to meet, to socialize and to share concerns with our comrades.

Future steps

I fully support John Rensenbrink's Global Green Network (GGN) policy proposals. While FPVA co-president I was the Federation's representative on the Global Green Co-ordination (GGC) which often involved weekly 6AM worldwide conference calls. On those calls I spent much "political capital" supporting the continued existence of the Global Green Network, a construct not fully supported by all representatives from other Federations.

I also fully support Justine's proposal for future projects, including active regional sub-committees, more IC originated op-eds, and IC fund raising. Additionally, I would like to see the re-emergence of state party Foreign Policy groups. NY State GP had such a group at one time. It met once a month and was stimulating and useful time to share and learn.
