Background

To end the dependence of passenger trains upon the grudging cooperation of for-profit freight railroads. Changes in freight service have caused some Amtrak routes to be delayed or eliminated. If a local transit agency is in a position to maintain the track, that is preferable to ownership by Amtrak, a single carrier whose management is not directly responsible to the general public.

Proposal

Add as III. D. 2. g. of the GPUS platform:

"Transfer ownership and operation of all intercity railroad trackage currently under control of freight railroads to responsible and adequately-funded public agencies, as is done with highways, to provide for efficiency and safety of all rail traffic."
