Background

Proposal 462: Amendment to GPUS Bylaws, 2010 Platform Process, which was adopted June 27, 2010, described the process for approval of Platform amendments in even-numbered years in which the PNC does not meet, but it was a one-time-only process for 2010. This proposal outlines a Platform amendment process for 2014 and all subsequent non-PNC amendment cycles.

The GPUS Bylaws state that the process for amending the Platform in even-numbered years in which there is no nominating convention shall be established in the GPUS Rules and Procedures. Since there is no such process established, this language will have to be addressed. Rather than specify the process in the R&Ps, this proposal amends the bylaws language to say that the process shall be established by the Platform Committee and approved by the GNC.

This proposal replaces part of proposal 462 that has expired, and requires a bylaws change, so the threshold is set at 2/3.

Proposal

A. Process and Timeline
The Platform Committee proposes the following process and timeline for amending and updating the platform in even-numbered years in which there is no PNC.

September 1
A seven-month submissions period begins. Amendment proposals must be submitted according to the template for submissions posted on the Platform Committee website. The opening of the new platform cycle will be announced to the GNC votes list, along with submission process guidelines. Delegates are charged with informing their state parties, caucuses and committees about the timeline and process requirements.

April 1
Submissions close. No new amendments will be accepted.

April through July
The Platform Committee will work with amendment sponsors to ensure that proposals conform to submission guidelines, to combine similar proposals, and to correct grammar and style. As they become ready for voting, the committee will submit amendment proposals individually to the Green National Committee for approval.

August 1
Submission of amendment proposals to the NC is complete.
Housekeeping amendments, limited to corrections of grammar, style and format, can be made by the Platform Committee, in collaboration with amendment sponsors, at any time throughout this process.

September
The Platform Committee will post the final Platform to its web page as soon as possible after voting on amendments is complete. A print-friendly PDF version and a platform summary will follow.

B. Bylaws amendment
Amend the GPUS bylaws article ix section 9.1.3, which currently reads
In even numbered years in which there is no Presidential Nominating Convention, the National Committee shall be the decision-making body responsible for amending the Platform. The process shall be as established in the GPUS Rules And Procedures.

To read as follows:
In even numbered years in which there is no Presidential Nominating Convention, the National Committee shall be the decision-making body responsible for amending the Platform. The process shall be as established by the Platform Committee and approved by the Green National Committee.
