Background

GPUS Fiscal Policy states:
 
  Article III. FINANCE COMMITTEE
 
  3-3.2 Any Green Party member nominated by their state party or caucus may be
  appointed to the Finance Committee upon approval by a majority vote of the
  NC. The term for members appointed according to this process shall be
  three years. Once nominated by their state party or caucus, prospective
  committee members shall provide a written declaration of their interest to
  the SC. Upon receipt of such a declaration and a bio, the SC shall place a
  proposal authorizing such appointment before the NC.
 
  The Green Party of Virginia has approved Audrey Clement for membership on
  the GPUS Finance Committee.

BIOGRAPHICAL INFORMATION

I have a Ph.D. in Political Science from Temple University in 1993.

I've been Co-Chair of the Green Party of Virginia since 2005 and treasurer of the Arlington Green Party since 2009. I served on the GPUS Steering Committee from March, 2011 to July, 2012.

I've also served as Treasurer for each on of my four runs for political office. My responsibilities as Treasurer include maintaining separate party and campaign bank accounts and filing electronic campaign financial disclosure reports with the Virginia State Board of Elections at least quarterly.

In 2012 in my capacity as GPVA Assistant Treasurer, I registered GPVA as a PAC with the FEC and submitted regular financial disclosure reports with the FEC thereafter. In late, 2012 I applied to the FEC for state party committee designation on behalf of the Green Party of Virginia. FEC approved the application at a commission meeting in January, 2013. The result is that the GPVA can now raise and spend $5,000 for each of its federal candidates during an election cycle rather than the usual $2,500. The cap on overall spending by the GPVA PAC has also been significantly raised.

While I am better known for my activities as a ballot access champion, having petitioned to get candidates on the ballot in no less than seven states--Arizona, Arkansas, Illinois, Kentucky, Maryland, Pennsylvania and Virginia--my stints as campaign and local party treasurer, as well as my successful interaction with the FEC, speak to my qualifications in the area of fiscal affairs.

If elected to FinCom, I plan to scrutinize the GPUS annual budget and recommend the earmarking of more funds for ballot access and Green Party electoral campaigns.
