Background

SUBJECT: Amend Annual National Meeting Committee (ANMC) Rules to Permit SC to choose site of meetings.

BACKGROUND AND PURPOSE:
  Currently GPUS Annual National Meeting Committee (ANMC) Rules require the committee to submit for National Committee approval a proposal identifying the location of the next annual national meeting (ANM). This is a time consuming process that delays planning for the event.
  This proposal will amend ANMC Rules to expedite planning for the ANM by vesting the decision for choosing the location of annual national meetings with the SC after a recommendation from the ANMC. The ANMC will consult with the Steering Committee and committee chairs. The ANMC will also solicit comments from delegates and alternates before a recommendation is made.

Proposal

Part I:
AMEND ANMC RULES, SECTION 8. SCHEDULING, WHICH READS:

“8.1 This committee shall organize its activities as necessary to schedule conventions so as to comply with applicable federal law.

“8.2 If possible and appropriate, this committee shall act according to the following schedule:

“By October 15 each year - solicit expressions of interest from States/Locals to host the annual meeting (Request for Proposals)

“By December 15 each year - deadline for receipt of Annual National Meeting site proposals to the ANMC.

“By January 15 - ANMC submits proposals to NC for consideration

“By February 15 - NC makes selection and announces date and location of annual meeting

“Spring - ANMC and SC site visit

“Summer - conduct annual meeting and request evaluations of the meeting from the participants

“September - review meeting evaluation forms

“October - review these P & P's for improvement, and draft new RFP for next annual meeting.”

TO READ:

“8.1 This committee shall organize its activities as necessary to schedule conventions to comply with applicable federal law. It is preferable if meetings can be scheduled at least 15 months out. This enables the ANMC to secure venues at lower rates and to advertise the meeting longer. Proposals will be solicited no later than January of the year before the meeting. Adequate notice will be given for Request For Proposals (RFPs) to be turned in and reviewed.

“8.2 The deadline for RFPs will be established by the committee based on which meetings are already scheduled. There will be at least 30 days to prepare proposals. The final approval of a site and date will be made by the Steering Committee after a recommendation from the ANMC.

Part II:
AMEND ANMC RULES, SECTION 9. BUDGET, WHICH READS:

“9.1 This committee shall annually, at the appropriate time, request budget line items for

a. operation of the committee;

b. pre-meeting site visit by committee, staff, and GPUS Steering Committee.

c. conduct of the annual meeting, including post-meeting survey and evaluation.”

TO READ:

“9.1 This committee shall annually, at the appropriate time, request budget line items for

a. operation of the committee;

b. pre-meeting site visit as needed;

c. conduct of the annual meeting, including post-meeting survey and evaluation.”

Resources
