Background

The proposed new language leaves GPUS supporting abolishing the Electoral College. But until the Electoral College is abolished, GPUS would call for democratizing it based on Section 2 of the 14th Amendment to the Constitution Ð by:

1. Enforcing Section 2 (and implementing statute 2 USC ¤6) so that, if any state wrongfully denies or abridges the right of eligible inhabitants of that state to vote in any election named in Section 2, the stateÕs representation in the US House Ð and the number of its electoral votes Ð are reduced in proportion to the denial or abridgment; and

2. Applying Section 2 to get all states to allocate electoral votes in proportion to the votes cast for each Presidential ticket (not by winner-take-all), and give all votes equal weight, or face reduced representation and electoral votes.

Current language of plank that is being addressed:
f. Abolish the Electoral College and provide for the direct national election of the president by Instant Runoff Voting. As a step in that direction, support National Popular Vote legislation which would guarantee the Presidency to the presidential candidate who receives the most popular votes in all 50 states (and the District of Columbia), which would take effect only when enacted, in identical form, by states possessing a majority of the electoral votes Ñ that is, enough electoral votes to elect a President (270 of 538).

Proposed amendment of the current language:
f. Abolish the Electoral College and provide for the direct national election of the president by Instant Runoff Voting. In the interim support The Malapportionment Penalty MAP initiative to Democratize the Electoral College by enforcement of Òthe right to voteÓ Reconstruction amendment (Amend. XIV ¤2) that mandates a stateÕs proportional allocation of presidential electors based on the popular vote split or suffer a ÒReduction of RepresentationÓ in the Electoral College / members to Congress subject to 2 USC ¤6.

Approval of this proposal will amend the 2016 Draft Platform, which will be approved by the GPUS 2016 Presidential Nominating Convention and published on the GPUS website in or before September, 2016.
