Background

The continued existence of ÒgridlockÓ in the American government is a complex and, some say, an intractable problem. The problem is compounded by the inability of the American political system to as yet overturn the pernicious Citizens United case of 2010, making the time needed to raise campaign funds, along with the oftentimes incestuous linkages of office holders and office seekers with selfish interest groups, deleterious to our ever failing democracy. An idea that has been around a long time has been to increase the term of House of Representative members from two to four years. This should at least partially reduce the need for avaricious fundraising and, when coupled with the provision to have the four-year term coincide with the presidential term, advance the responsibility and accountability of a government that has been selected to enact policies of a more or less well defined ideological nature.

Proposal

To create a new, numbered plank within:
Chapter 1. Democracy
 A. Political Reform
1. Electoral Reform
r. US Constitutional Reform
We endorse the following changes to Article One, Section 2, Paragraph One of the US Constitution: "The house of representatives shall be chosen every second year by the people of the several states, and the electors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislature." to read: "The house of representatives shall be chosen every fourth year by the people of the several states, and the electors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislature. The representative term shall run concurrently with the presidential term, and a representative shall resign the office should he or she offer for the Senate after the first two years of the term."

Resources

Approval of this proposal will amend the 2016 Draft Platform, which will be approved by the GPUS 2016 Presidential Nominating Convention and published on the GPUS website in or before September, 2016.
