Background

Whereas we recognize the value in having the maximum number of delegates attend the convention;

Whereas we acknowledge the responsibility of state parties to assist their delegates to attend the convention to the best of their ability;

However, the delegate count has been approximately doubled since 2000;

The fundraising environment is challenging this year;

Allowing significant lapses in voting representation for state parties throws an element of unreliability into the democratic voting process;

Therefore, we propose that all rules and regulations pertaining to the convention will not prohibit or prevent state parties from authorizing their attending delegates to exercise at most one extra vote each for those who cannot attend, and that state parties may instruct such delegates as to how they may vote.

Specifically, the following language in the Floor Rules:

The total votes cast by any state may not exceed the number of authorized delegates for that state, nor the number of delegates and alternate delegates present.

The total votes cast by any state may not exceed the number of authorized delegates for that state, nor the number of delegates and alternate delegates present, including proxies authorized by the state party.

The national Credentialing Committee, or any other committee responsible for Convention logistics, may require state parties to inform it of their plans regarding such proxy voting if it believes this is necessary to ensure a fair and accurate vote.
