Background

GPUS Fiscal Policy 6-4.1 states "At any time during the Fiscal year, budget amendments may be proposed to the NC by the SC.Ó

During the course of 2016, greater than anticipated funds have come into the GPUS. During that same time, it has become painfully obvious that the GPUS elections database is inadequate.

This is a budget amendment to allow for the GPUS to contract to design a new Elections Database to replace the current one. The current one was designed several years ago on an interim basis and is widely acknowledged to be of inferior quality and function, and to not present a credible face to the public.

In past years when few people were paying attention to the GPUS, these faults had limited negative consequence. But this year more than ever before, more people are paying attention to the GPUS, and not being able to properly display our candidates and officeholders is having negative consequences for the party, and even has been mentioned in a negative press story about the party.

Additionally the GPUS must do its periodic apportionment work after the November election, and that work is greatly dependent upon information about Green candidates and officeholders. A new Elections Database can be designed to make that work much easier, automating numbers tasks which otherwise must be done manually.

The Steering Committee has sought a bid for $5750 from a Green who has previously designed such databases, and could get the work done before Election Day.

Proposal

That the National Committee amend the 2016 GPUS Budget to include a new expense of $5750 for Elections Database

Resources

Work on the database would begin upon approval of this proposal and be completed within one month.
