Background

This amendment would change the floor rules so as to make No Nominee subject to 10%/last-place elimination in the same way that the candidates are subject to elimination.

The Coordinating Committee will simultaneously vote on the proposal as a
whole as well as two amendments. This will mean that each delegate will
need to cast three votes: One vote on the proposal as a whole, and then
one vote on each of the two offered amendments.

Considering the complexity of the proposal, the importance of its
timely acceptance, and the fact that single elements have potentially threatened its
defeat, we felt it appropriate to try to field test a procedure that BRPP has
had in the works for some time.

Procedurally speaking, what the PCSC is doing is speeding things
up. Normally an amendment to an existing proposal will be brought forward
AFTER the proposal has passed. In this case, we are speeding up the
process by offering the proposal, as well as the subsequent amendments, all
at once.

VOTING RESULTS: According to GPUS bylaws, rules proposals require
a 2/3 vote in order to pass. The proposal will therefore require a 2/3
affirmative vote to pass. Additionally, the two amendments will also each
require a 2/3 affirmative vote in order to pass. Thus:
1. If the proposal passes, and both amendments fail, then the proposal
passes with its original language.
2. If the proposal passes, and one or both of the amendments also pass,
then the proposal passes with the amendments as the new language in those
two areas.
3. If the proposal fails, and one or both of the amendments pass,
then all we will have is some guidance from the CC for the contents of a new
proposal.

Proposal

 The following section under Overview:

Delegates vote in multiple rounds until there is a simple majority for a
candidate that will accept the nomination, or a simple majority for not
fielding a presidential ticket. After the second and all subsequent rounds,
last-place candidates and all candidates receiving less than 10% of the vote
during the rounds will be eliminated except as otherwise stated.

Will be amended to read:

Delegates vote in multiple rounds until there is a simple majority for a
candidate that will accept the nomination, or a simple majority for not
fielding a presidential ticket. After the second and all subsequent rounds,
last-place candidates/options and all candidates/options receiving less
than 10% of the vote during the rounds will be eliminated except as otherwise
stated.

Additionally, the following section under Rounds of Voting

At the completion of the second round and all subsequent rounds, any
candidate who received less than 10% of the vote in that round shall become
ineligible. Should all candidates have received in excess of 10% of the vote
in the previous round, the lowest vote-getter from that round shall become
ineligible. No Nominee shall remain an option through all rounds of
voting.

Will be amended to read:

At the completion of the second round and all subsequent rounds, any
candidate who received less than 10% of the vote in that round shall become
ineligible. Should all candidates have received in excess of 10% of the vote
in the previous round, the lowest vote-getter from that round shall become
ineligible. In regards to eligibility to receive votes, and to the 10% and
last-place thresholds, the No Nominee option shall be treated in the same
respect as candidates through all rounds of voting.
