Background

The Presidential Campaign Support Committee (PCSC) is submitting this
proposal a follow up to the 2004 GPUS Presidential Nominating Convention
floor rules, in which it was stated that the vice-presidential
nomination procedures would be proposed separately from the presidential
nomination convention floor rules.

According to GPUS bylaws, rules proposals require a 2/3 vote in order to
pass. The proposal will therefore require a 2/3 affirmative vote to
pass.

Proposal

If the 2004 GPUS Presidential Nominating Convention chooses to nominate
a Presidential candidate, the Presidential nominee will propose a
candidate for the Vice Presidential nomination to the convention
delegates. The election administrator will call for a voice vote of the
delegates to approve the proposed Vice Presidential nominee. If the
will of the delegates is not clear from the voice vote, the election
administrator will administer a roll call of the convention by state.

If the proposed Vice Presidential nominee is approved by the majority of
delegates, the proposed Vice Presidential nominee must indicate, or have
already formally indicated in writing, they will accept the Vice
Presidential nomination.

If the delegates do not approve of the Vice Presidential nominee, or if
the Vice Presidential nominee has not indicated they will accept the
nomination, the Presidential nominee will propose another candidate for
approval by the convention delegates. This process shall continue until
a Vice Presidential nominee is approved by the convention delegates.
