Background

 The reason this amendment is necessary is due to a 2002 amendment to the Animal Welfare Act introduced as part of an Agriculture Appropriations Bill. The amendment excluded specific animals – rats, mice and birds – from the protections provided by the Animal Welfare Act. Yet these are the most commonly used animals in laboratory research.

Proposal

To amend Chapter III, Ecological Sustainability, Section K – Ethical Treatment of Animals as follows:
CURRENT LANGUAGE OF PLANK THAT IS BEING ADDRESSED:
III. Ecological Sustainability
K.1. “Redirect the funds that are disbursed annually by the National Institutes of Health away from animal experiments and more towards direct health care, preventive medicine, and biomedical research using non-animal procedures such as clinical, epidemiological, and cell culture research.
PROPOSED AMENDMENT OF THE CURRENT LANGUAGE:
K.1. “Redirect the funds that are disbursed annually by the National Institutes of Health away from animal experiments and more towards direct health care, preventive medicine, and biomedical research using non-animal procedures such as clinical, epidemiological, and cell culture research. Expand the Animal Welfare Act to include rats, mice, and birds.”
